The standards of the police force is quickly falling. Their recruiting 3rd grade applicants, many that have failed 2 or 3 times during testing. This is one reason why you're more likely to be arrested and charged for saying mean things, but if someone hurts you physically, they'll run a mile.
Police CAN be victims under criminal public order law - s5 Public Order Act etc. It's just that the threshold is higher - in other words the behaviour etc must be 'worse' than with an ordinary member of the public. That's what the case law says. Great work Plod!
