If you ever get some time and feel like doing this again, you should do it with Tails tagging along using the cheat code.
When this game first came out years ago, I was super bummed out that Tails no longer followed Sonic around. I was so happy to discover that code.
In case you don't know it: Press up on Sonic, Down on Tails, L button on Knuckles and R button on Amy Rose. Then press A on Sonic. You'll get a ring sound if you did it correctly.

Typically TASes are as optimized as they can be. I'd assume that the boosts were finally being used at that point because it was necessary to save time.
