It is because the Snail pet actual caps your speed at 100 anything over that is converted. It doesn't let you hit the 400 cap on speed because it is converted.

Just a PSA: If you wonder why your drops do not quintuple over time: The snail pet only has a chance to grant fortune, which caps at 50%. So with maxed setup you will get 5x the drops only 50% of the time, so overall you will only be potentially tripling your drops.
