The marker tie bar set at 2mm is not for checking depth, it is only an indication that after wearing past that point it cannot be used for remoulds or retreads.
That’s a good question. If you turned up at test centre the examiner would refuse to take you on test. If you were stopped by police then I would think the person who is driving the car.

But the outer edges don’t have the wear indicator like the centre does. My interpretation from the governments website is just that 3/4 means it has to be 1.6 over 3/4 so 1/4 can be below that without any casing visible
It is a common misconception that the tyres must not be worn on the edges and have visible tread, this is not true. Here is the exact wording from the UK government MOT inspection manual section5.2.3 for class 4 Mots: "The primary grooves of the tread pattern must be at least 1.6mm deep within the central three-quarters of the breadth of tread and around the entire outer circumference of the tyre (see diagram 1). Either side of the central three-quarters of the tyre can be devoid of tread (‘bald’)."

I was arguing with my Dad who told me bald on the edge was ok for the MOT, as long as no cords or plys were showing - not convinced I looked up the rules and he was right, the car passed the MOT but I changed the tyre shortly after as it was only just legal.
The police following vehicles can detect bald tyres during wet weather as the pattern they leave on smooth tarmac is different from that which types with a decent tread depth leave.

How do you check the tread depth on the outer edges please?
You can use a 20p piece to check. The thickness of the coin is the minimum legal requirement.
