He knew. Tubbo was trying to push him down there for a bit before he got out the punch stick and started whacking Phil around. At that point Phil started to just go along with it because it was more amusing to watch Tubbo struggle to hit him in than to evade. But the husks kept interrupting and this one accidentally fell in before Tubbo could get that last shot in.
