he cant get boosting banned because the sniper wasnt in his party. You need to be in the party with the cheating banned player in order to be boosting banned.
Nah one time me and my friends were sniping my other friends 113 ws and they were double Qing and a hopper got on their team that was sniping them and we lost tragically and we were all in the same vc which made it better

my hit reg honestly isnt as good as most people think, but the ways ive tried to improve it is with exitlag, custom java (video about that somewhere on my main channel) and limiting cps
