You Don't Need a License To Be A Captain - The absurdity of a Captain's License

  • Talking about Boat Captains and the boat captain license. The title of boat captain and the basic documentation required to be in charge of a boat are something most every adult can very easily acquire and is often referred to as a boat license. When can we call ourselves a boat captain and what does it really mean? The official credentials to manage a commercial vessel are much harder to obtain and oddly do not contain the name, title or moniker "Captain" anywhere in the documentation.
    In this video I talk to two actual "Captains" who have official USCG Merchant Mariner Credentials which allow them to be in charge of certain commercial vessels. We discuss some of the absurdity of a "Captain's License" and how a person who has no credentials can do many things as long as they are not charging their passengers. UA-camr Saillocal has the USCG Captain's Licence 6 Pack or six pack licence which is an OUPV license and UA-camr Captain Boomies has a Master of Vessels not to exceed 200 tons USCG license.

    Great Video , Even got a few laughs out of it. So on my vessel I'm the captain as long as I'm not charging my guest. But if I am charging the guest, and don't have a orange book, I'm a Pirate.

    I love this video. I retired from a Fire Service career and wondered if I could get paid to drive other people’s boats. The only “scam” I observed in this process was that my EMT-Paramedic credential didn’t count as being trained in First Aid; I think the Coast Guard/Dept of Transportation/Dept of Homeland Security are in bed with the Red Cross.
    After completing the process, it became very apparent to me just how many boat operators appear blissfully unaware of the COLREGS (“Rules of the Road”).

    She put it best: hierarchy of blame. “Captain” is the person in charge of the vessel, regardless of any commercial license, or credential. Anyone can be a captain, but that doesn’t mean that there isn’t a hierarchy of Captains. You have average Joe skiff owner who is an unlicensed captain of his John boat who can be in charge of operating a vessel of any size but cannot be paid by guests, you have master licenses, who can have any number of passengers, but are limited by the size of the boat, then you have military naval captains. Anyone can be a captain, but not all captains are created equally. We can all drive a car, but we aren’t all commercial truck drivers, or professional race car drivers.

    Hey Wayne! Been watching you and and you've inspired me to give this small project boat stuff a go at it. I found this 1986 polar craft 1651 for only 1 grand. Has no motor or anything but it comes with a trailer and a cover for the boat. No leaks he said and it looks great. Shoukd I go for it?

    In the commercial world there is no "captain" designation. The bridge officers are 1st, 2nd, and 3rd mate, and then the "captain" is called the Master.
    In the Navy, you can have the rank of "Captain" but not be the captain of a ship. You can also be the captain of a ship but not have the rank of Captain.

      correct, but you would never address the ship’s master as “master.” i have heard captains address themselves as the ship’s master, but you would never call them “master smith”, you would say “captain smith”. cap, captain, skip, skipper, the old man - all ways of referring to or addressing the captain (depending on how familiar you are with them!).
      funnily enough, it seems the smaller the license someone has the more they refer to themselves and demand people call them captain, or portray themselves as such. as someone who works on unlimited tonnage boats, folks with big license tend to be more humble about the whole thing in my experience!

    I have not watched the whole video but I will say that: 1) there should be a real licensing process for ALL boaters (commercial/pleasure and otherwise) the same as there is for driving a car. (which cannot kill you, your passengers, your rescuers just because you did not service your boat properly; or because you decided to go into dangerous waters without the proper skills.) 2) I am not saying extend the "captain's" license system I am saying make a tiered system the same as we have for cars. Class I, Class 2, Class 3 and separately have the Captain system for any passenger/commercial vessel that matches the Airline/cargo pilot model and requires a few years of schooling/certification for you to get. There is never a time while on the water in either my kayak or boat in the Ocean, back bays and big lakes of the east coast when I have felt safe around other boaters. Most boaters are ignorant of the laws of the sea, are consistently in DIU situations and conduct themselves with reckless abandon/dangerous ignorance starting from the boat docks and on to their time on the water. 3) I know that the pleasure boat lobby is increasingly strong in boat local and national government and real regulation will probably not happen in my lifetime... which sucks because I would love to be on my kayak focused on fishing as opposed to being focused on whether the next power boat is going to run me over or just as carelessly create a dangerous wake that will flood me while in 30feet of water.

      It hasn't really helped with cars. People still drive like idiots. It does mean you have to deal with some licensing agency and now you have to have insurance to drive which is also unfortunate. When that requirement came along for cars it immediately doubled the cost of insurance because there was a captive audience. Now if they did actual skid pad tests for drivers and maybe some on-water under not great conditions (crowded, windy, etc.) tests for boaters then maybe that would make more sense though no doubt they would exempt small craft like a jet ski just like they exempt scooters.

      And that's how the rest of the world is. But the problem is things have gone too far to the other extreme and they're only getting harder - they'll never get easier. Whilst I have a Marine Licence (non-commercial) to operate vessels and PWC's (Personal Water Craft - jet ski's) where I live, due to stupid bureaucracy and the fact I was born with multiple citizenships (one of which is a Res. 40 country), I'm 100% ineligible to get an ICC and thus I'm effectively banned from ever sailing abroad or in the EU unless I either get a commercial licence (only legal if I am employed in the maritime industry where I live) or if I move to the EU Res. 40 country I'm a citizen of, full-time and jump through all the hoops as if I've never had a licence and never sailed.
      Also, the harder you make things, the only people that get hurt are those of us who do things the right way - we get stuffed around and then due to bureaucracy, not lack of training or experience, get banned from doing something purely because of nationality.
      Those who will do the wrong thing will either not care about licences or they'll get fake ones and continue to be a problem.
      My dreams are gone due to this stupid bureaucracy that's gone to insane levels.

    Fly an airplane, drive a car, pilot a boat... Go figure! Technically speaking, without the Boater's Safety card or "Captain's License" wouldn't one just be the "Helmsman". Whoever is at the Helm is "Conn-ing" the passengers, govt, Coast Guard etc. 🤣🤣

      Correct - don't charge anyone to be on your boat and all you need is whatever operator credentials your area and age requires.

    re requiring licence (6pack or higher) if taking passengers for hire ----- does this only apply to running the boat primarily as a fore hire boat, or does it apply to any single instance of taking money for passengers, or does it mean if you ever take paying passengers, even for a normally private boat and youre not 'for hire' but your cousin wanted to 'hire' you for a wedding on the water or some such.

      I think technically any time there's a situation where the other party could potentially say, "we hired him... or we paid him..." is where we can get in trouble.
      But I am no expert on this subject!

      I believe that as long as there is someone else with credentials nearby, you can operate the boat. But I'm not 100%

      Legally, in US waters, 200 gross tons is the demarcation. Your 234’ private yacht is likely over 200 tons

    First, the manufactures capacity placard has more than the "people". If you were to have 12x 300lb people on your vessel, you would be over capacity. A captain is responsible for the safety on board the vessel and your lack of understanding is alarming. Don't get on a vessel with a arrogant and ignorant captain ;)
    I think you have some truths in this segmant but you are misleading viewers, intentional or not. You are kind of correct when you say the Captain title is meaningless, and in regards to a peice of paper, yes, but the apointment of Captain, is to be given, and is VERY important, as that individual is believed to be capable and willing to look after the safety and passage of passengers while on the vessel. I understand you are pointing out misconceptions, but I believe you have some misconceptions as well.
    You are correct, in that you can purchase a vessel, appoint yourself Captain, and proceed to operate illegally, unsafely, and violate your contracts you have obtained(insurance, financing, etc). The outcome in that scenario would or could result in the owner and appointed captain, being responsible for losses, while putting people in possible danger.
    All said, I didn't like the video, as it will create more confusion in this space.
    Happy to be corrected. I benefit nothing by believing a false truth in this space.

      I'm sorry you see this as making a mockery of a profession. I am merely pointing out that it is unusual that a boat operator without any credentials is referred to as a Captain - yet the actual credentials do not use that term.
