You're right Daro. First off he had several opportunities to take out someone using there vehicle as a deadly weapon. Should of taken out that vehicle early on in the chase. Deadly force, if needed, should of been used. Then......Then at the stop he needed a backup Officer to correct him and tell him to bring the Suspect BACK to HIM instead of approaching the truck. Yeah, he's giving orders, wrong orders.

You can literally tell the cop intentionally did not cut him off and even reversed enough to allow him to keep going as well. Poorly handled pursuit that cost a lot of people a headache of torn up yards and vehicles. What if he killed some kid on the next street, that cop would have been even more mad that he let him back out and drive again.

He did try but the guy was a bit too quick for him to block him enough. The guy was essentially playing chicken with the cop and the cop evaded. If you're wondering why he didn't do a pit maneuver it's because it wasn't necessary at the time since the streets were clear of civilians. Usually they set up a road block unless the driver wrecks out before hand. Cops only pit maneuver when the driver has become way too much of a risk and a liability to other civilians on the road plus idk if it's every state but as far as I'm aware they have to call in a pit maneuver so I guess it would take time regardless so they could probably capture him before needing to wreck him out. A lot of times I've seen cops either wait for them to run out of gas, wait for a road block, or the driver simply wrecks or wrecks into the cop himself.
