both ICs have different pinout. so these will not fit in the PCB as replacement as TNY277PN have source pins pin 5, 6, 7, 8 and pin 3 in not connected while TNY266 source pins are pin 2 & 3 use TNY177

in that case the feedback circuit cannot get proper drive signal and the smps controller IC will work in reboot or restart mode and it will make fluctuations please check video number 150 for more clarification
tny277 is used in standby power section so if you dont have 5 volt SB then check DC voltage on main dc capacitors check ac voltage on standby transformer primary winding. if you find approximately around 10 volt AC then tny277 is working otherwise replace tny277
