His legacy means he will try to get his name to be respected, which means he will act for the country to be in the best shape so that it would remember him as a "great leader". That's how I understand it, and that's why a corrupted man who gets results is better than a paragon unable to do a thing.
I'll take Ian Richardson's Francis Urquhart in the BBC's House of Cards from the late 80's early 90's.....Check him out......He was fabulous as a Machiavellian British politician......Truly hard to beat with a great by-line, "You might well think that. I couldn't possibly comment." ..... This is what Spacey's character and series is based on......I did not hear them give credit to the BBC series in this interview....
Really need to stop applying the word "Hollywood" to the film and tv industry. Let's start viewing things in studios and not places. Netflix is adding a studio presence to it's on demand distribution. By placing House of Cards on it's own service, Netflix not only profits from raised subscriptions, but also saves money on network distribution. All TV channels/networks need to take notice, on demand is the way forward.
Again, have you seen the show? What good would "his legacy" do you? He literally fits the definition of a psychopath in the show. He is the sweetest of talkers manipulating people, killing them and shutting down businesses for his legacy.

What would you rather have ? A pragmatic and practical power hungry murderer who cares about his legacy, and not about money, so who would do great for your country by any means necessary, or a sweet talker who got to the House because he shits rainbows ?
Great show--watched all 13 episodes in 3 days.. They are now in production in and around my hometown, Baltimore.. Looking forward to season 2.
