You should look up 'gutter oil' on youtube, that's something really gross. It's cooking oil 'recycled' from sewers in China, some people scoop up barrels full of sewer contents, and filter out the discarded cooking oil to sell it on again cheaply to vendors without any scruples.

Commercial (business) waste collection is not included in taxes. Councils and companies use brightly coloured, pre-paid sacks with logos, on to know which sacks they are to collect. Generic bags are not paid for and can only be presented for collection by households who have oaid for them in taxes

Because these people's culture is living in filth, there officer must recognize that, and take an education first approach, helping his acclimatizing to the host county's customs
