When my brother owned a Liquor Store, he built an entry way with interior and exterior doors. He put electric locks on both sets of doors so he could lock thieves in the space between them. The doors were unbreakable. If he locked them in that space they were stuck there until the Police arrived.

I explained why the police may not find petty theft to be a priority compared to potentially violent crimes that may have been taking place concurrently. I thought the same thing, they did not leave the store with any items. So what exactly did they do? Picking up items and place them in a bag, is not illegal. They could have called the police for being held hostage and just sat down and waited.
