I and fitters have always wondered what those tiny holes on the panel are 😮 now I know. I have an issue with an old flocking on my stubben moving backwards. Now I can ask my saddle fitter to sew it through these holes
As long as the wool doesn't poke out of the flocking holes, it shouldn't be necessary to stitch them shut. Typically saddles shift backwards because they're losing contact at the base of the tree point indicating that possibly a) the flocking has compressed under the tree point and needs to be adjusted b) the saddle is too wide for the intended horse or c) the tree points are too short for the horse's body type. Talk to your local saddle fitter to figure out what is causing the issue and you'll be on your way to stabilizing it properly!
It is a lot, and depends a bit on the saddle it's going into! I can't say I've ever measured it by weight before so I can't give a super accurate answer there unfortunately.
