I thought the same thing about Colin not really showing interest before this season. But I'm starting to see that the writers are giving us a chance to watch him and Pen grow up a little and come into their own.
It's worth noting that Colin and Penelope met when she was a literal child (I think 10?) and he was a teenager, so it's completely normal and expected that he would see her as a friend/sister rather than a love interest. For most of their friendship, until the last two years, the age gap was big enough that it would have been creepy if he had been looking at her that way. And once you mentally put someone in that box, it can be hard to see them any other way. That's why it took something out of the ordinary (like their kiss) to shake him up enough to reevaluate.
I think there's also a book of epilogues as well... But it's technically a spin-off book even though a lot of people do include it in the final count of the Bridgerton books.
Perhaps Colin showed zero romantic interest in Penelope because he was a very young man in the first two seasons. Penelope was 17 at the start and Colin was 22, and a young 22 at that. The average age for men to marry in the 19th century was 26. He was a kid; too young to be having a serious romance. He had some growing up to do.
Normally when a woman gets a makeover onscreen, they take an already obviously beautiful woman, give her a new hairstyle and slap a skirt and some make-up on her, and then act all shocked that she's somehow suddenly stunning (Princess Diaries, She's All That, Miss Congeniality, etc.). This is one of the few times I haven't hated this trope, for the simple reason that pre-makeover, beautiful as she is, Penelope literally looks like a child (impressive for a 37yr old). Even with her messy hair and FBI suit, it's still very clear that Sandra Bullock is a very attractive woman, but Penelope actually NEEDED this. She is also a woman, not a little girl, and her look should reflect that. I find it hard to blame Colin, or any of the other men, for not considering her before, because, frankly, I think it would've been a little creepy if they had.

These two are my favorites and i think their chemistry is very good. It's friends to love so it's normal that he was not aware of her before.
