what you're seeing there on that time scale are compression peaks, as in relative compression tests not commutator health starter armatures spin REAL fast (faster than a fuel pump) and have 3x the number of segments that a fuel pump has if you want to look at individual starter commutator segments, you'll find them along the slopes of the compression peaks and quite difficult to do!
