I can take a gander to why
Glitch with speed: more speed, longer flame reach
Get stuck in wall with speed: sniper Pyro
Flame still reaches the end point at the same time regardless of speed
Inference
The speed is conserved on the tank
If the flare gun didn't matter
Probably double hitting the tank due to wack hit boxes

it's something to do with the fact that the older the flame particles, the less damage it does and it will override any "newer" flame particles's damage.
It won't matter if the newest flame particles hits the tank when if an older flame particle hits the tank too at the same time, it will deal less damage.
