I was wondering the same thing, however I believe it will still work since all Apple Intelligence requires is that you are booting macOS from the internal SSD which in this case is the newly inserted 3rd party SSD.

You need an additional Mac to proceed with this upgrade, not always readily available to owner

Why? It wouldn't fit in the mac mini case
wont work as the controller is part of soc, m.2 has controller on board
Keep looking then. It will never work. The SSD controller is built into the SOC chip, not on the physical drive.
i think restoring using an ipsw file will be a lot quicker
