The concept it simple, you can't just spray and pray against a shield, otherwise it would have no purpose, and it's super easy to run away from them, my first time against a riot was equipping a RPG and defeat them

What I think is happening is that either the ammunition used has some overpenetrating effect, but due to the riotshields scripting, does do miniscule damage or none at all and the effect is only visual - or the visual effect on the projectiles themselves are scripted, in order to make kills with this weapon super-bloody, as if the body was torn into pieces. I honestly think its the latter, since that is a thing done in some games, when it hits a player controlled entity, blood spatters from the bullet itself, for more gore.
The shield is player controlled and seems to be mistaken for a living thing, instead of a solid surface. Which might be a limitation of the game engine.
