  • While the U.S. economy has largely recovered from the Great Recession, there are still nearly three million Americans-one in three unemployed workers and more than four in ten in New Jersey-who have been unemployed for more than six months. Dr. Van Horn explains the causes and consequences of long-term unemployment and highlight innovative, cost-effective solutions that Rutgers University and a broad coalition of employers, non-profit organizations, and volunteers are putting into practice to help the unemployed get back to work.
    Carl Van Horn is Distinguished Professor of Public Policy at the Edward J. Bloustein School of Planning and Public Policy and the founding Director of the John J. Heldrich Center for Workforce Development at Rutgers, The State University of New Jersey (www.heldrich.rutgers.edu). He is also a member of the graduate faculties of the Department of Political Science, the Graduate School of Education, and the School of Management and Labor Relations at Rutgers.

    I have been out 69 months. It is 2016. I have three degrees and 25 years of experience. Much of my talent and skills can be transferred to a variety of jobs. What I see is not the need for training, but a job. We need to seriously address age discrimination. We need to seriously address HR purple squirrel hunters and job ads that even God couldn't get. Thank you for saying that our skills have not atrophied. If anything, my skills have become more honed since I have time to pursue my interest outside of work.

      We need to create a support group of highly qualified people who have been out of work for a while. So messed up, there are programs if you eff up but NONE if you did what you were always supposed to do. Sorry, I didn't lose my job due to alcohol, drugs, theft, or being a crappy employee.
      Companies seem to hire campers who are happy to just do their job and go home. They will not hire doers who actually improve processes, figure things out, and go the extra mile to create a good work product.

      I'm 27, and I agree with you 100%. I've seen job ads that are discretely using words to "filter" older people out of the equation. I've seen job ads that list 25 requirements but only pay 12$ hourly. Ridiculous. I worked at an office job some years ago, and I swear, HR are some of THE laziest people I had ever come across.

      @@rfeyman3682 I agree! I know one pharmacist that has over 50 felony charges for drug diversion and guess what he's doing now? He's making a fortune speaking to pharmacy school students about his "journey". WTF!!!!! Companies are hiring young pretty/handsome people with nothing between their ears, but they are heavily in debt and willing to do anything the company tells them to do for lower salaries than competent employees.

    Unemployment makes me feel like a small fish in a big pond and all the other fishes are better at what I do than me. I hate living in a society where a humans work and purpose is based on their career.

    I am a licensed Pharmacist and laid off in May 2018. Too many pharmacists, too many new graduate pharmacists, and not enough jobs. Hospitals are closing/downsizing and most of other companies are decreasing hours and wages. I apply for everything I can find. I'm applying for non-healthcare jobs, too. I'm single, over 60 years old, highly educated (doctorate), and lots of work experience before pharmacy school. I have mad skills in many things and I'm also one smart woman. It's depressing. I have started my own pharmacy consulting business; however, lots to do, learn, and to get into place. I'm using this to fill in for the gap in employment, too. Luckily, I started saving aggressively and cut my own budget to the bare bones and have put away enough money to get by for now. I want a job and I need a job -- I'm too young to want to give up finding a fulfilling career.

    I dedicated years of my life studying in college to be graphic designer and illustrator . Since graduating 3 years ago I have only managed to get 3 freelance jobs. How bogus is that. I find the greatest challenge graduated students face is that no one will hire us because we have no experience but how can we gain experience if no one will hire us. Talk about a vicious cycle

    Complete insanity. First off there is something called long term memory so you will never forget everything you learned. Second, it is pretty easy to train people with all the online training available. Lastly, you want a loyal employee? No one will be more loyal than someone who has been out of work for a while and is given a chance.

      Employers have good reason to not want to employ someone who hasn't worked for years. One thing people often forget about is the difficulties long-term unemployed people face when they do find work. Going from having unlimited time, too much free time to do nothing all day. Wasting days, weeks, months, just watching TV or the computer, to having the responsibilities that come with going to work, that can be tough. Just having a routine again, how does one go from one extreme to the other and not get stressed or depressed?

      That nonsense only applies for the people who don't want to adapt and work. I was unemployed for seven years after high school graduation until I finally got accepted as a dishwasher (a very physical, fast-paced and stressful job). I went from having all that free time to being physically exhausted near-constantly from full-time employment, but because my family needed the help and I wanted to prove that I could work, I adapted and got used to it. I even stuck around longer than the usual turnover for dishwashers to try to demonstrate that. Many people are sick of the malaise from being unemployed, especially the long-term unemployed. The long-term unemployed can't remain unemployed forever if this country doesn't want to collapse, it's not like they're all the same, especially if they repeatedly apply for work.
      The bigger issue at hand though is that I see this attitude even in "high school" work, even with dishwashing! It's horrible and it needs to end if we don't want a collapse. Even my previous experience isn't enough to satisfy these "entry level" hirers.

      @@PositivelyPam I wasn't saying that they don't crave routine. I was just pointing out that they're unlikely to have one. I think that it's a big change to go from having so much freedom to having someplace that they have to be. Things that most people find relatively easy, like waking up early, making themselves look presentable, socialising every day, that stuff can be far more difficult and tiring for someone who isn't used to it.

      77tubuck ....Actually, that's no joke! I trust no media and do my own research. Many "hiring" signs in public are not really hiring! I checked by looking into this too and knew how to get employees to talk by knowing what to ask and say. If they are 'hiring' it might be only one out of 2000 applications taken. But why have signs posted for weeks or months to hire a couple unskilled people? That should take no more than a few days since they are allegedly shorthanded! Makes zippo sense. Here's just one reason out of 50. To make it look like 'business is good' when it's actually not. This fools people into buying from them since they "need employees, so they 'must be a good place to shop at'. This stuff works! Sales rules the country in ways most people will never realize. I study this and so much more and it's truly mind boggling all the tricks being used everywhere. Trust me..... the economy is devastating tens of millions of working class people. These video's barely cover the real facts.

      I was making a joke. My joke was that if a person already has a minimum wage job then it is unlikely that they would be applying for another. But you make a good point. Companies pull all kinds of stunts to make it look like business is good.

      This is the fault of our Economic Educational Institutes and our Federal Monetary Policy. They keep lots of people unemployed for a reason in this country its because of their theories and beliefs to fighting inflation.

    I am seeing engineers and IT professionals at the unemployment office. I last worked a job for 50% less than I am "worth." I worked for a masters level salary with twice the education and experience.

      Lori Yost ....Yet unemployment is reported to be at an 18 year low 3.9%. I never trusted "reporting" for decades and could easily write a book about the propaganda and mind games played out throughout the entire media. No publishing company would dare publish the examples I could report and teach everyone. It's all one huge game of deception due to puppet masters greed and narcissistic need for more and more control. Notice that over 90% of these videos are so old and don't encourage discussion. Even our communication is now also being controlled to minimalize it as much as possible.

    Most single working age people without children cannot get SNAP benefits.

      What's funny (and kind of sad) is that when I was working, and was a student, I needed SNAP because I was making $130 a week and had to keep our roof over our head. I applied for SNAP and got rejected. Yet, when I lost my job, I got SNAP. Lol, ironic. This country is full of shite.

    I have been chronically unemployed for over 20 years. Quit talking about how bad it is (Anyone can recognize how bad it is). As for the solutions, not all of them are viable for everyone.

      @DVN are you being serious. But yes it's true like of a living wage to just make ends meet. Like not rich just enough to get by. You know? I think in life for people to be a good citizen there has to be atleast enough to get by living wage that's all. Jss just survive somehow but struggle. They could easily make a living wage

    I resigned after being given a show cause letter for something "internally engineered" due to the Company's service being no longer so relevant due advancement in technology after working there for more than a decade. Thereafter I applied for jobs advertised through the internet, mind you, I applied for more than 500 jobs. Results nothing came about. At that time I was above the age 45 years. To say that I do not possess a skill is not correct. In fact I possesses a degree from the Top University in my country. Due to financial commitment for survival and bank loans, I took up jobs as Lorry Driver, Store Keeper and doing blue collar jobs to get through.
    Now at almost age 55 years, I have no more hope of seeking full employment. Actuall now I dread full time employment. When I think back to the time when I spend 9 hours daily in a cubicle, it was something not done not willingly. It was something done as I and like most people, have no other option.
    For all those unemployed people, I know first hand what they went through. We will have to change the way we spend, no entertainment or travel. Money is only spend for food and petrol for motorbike. Unless we start to do some small scale business, our financial position will remain the same till death. No body gonna help. They themself needs help.

    I looked at his organization online and it has no place for unemployed people to reach out for help. It has a contact box where you can reach out THROUGH YOUR ORGANIZATION. I tried using it and it told me my message was not sent because I didn’t have an organization I was with. Let’s face it, there are literally millions of able bodied, skilled people that are begging the world for a job. That’s not how it should be in the UNITED STATES OF AMERICA. It’s very sad.

    If you truly want to help people get jobs, get people involved who actually have degree's in HR. The HR field is saturated with so-called professional with SHRM certificates. There is a massive difference between someone with a $300 HR certificate and someone with $60,000-$100,000 invested in graduate degrees in HR. HR is massively the problem in this regard and it won't get better until smart people are hired, not just cheap labor.

      How is that going to help. The problem is not caused by the individual recruitment agent, which is usually the first step and the first unneeded blockage. It is more caused by a systematic discrimination.

    Strong job creation. That's BS. Millions of entry level jobs were eliminated in 2008 and never came back. We need corporate executives and most politicians arrested for using greed to justify causing this problem.

    What if that isn't the cause of the long term employment? Are we always seeking causation or are we grouping or generalizing issues in a broad sense when we should in fact looks at each case individually? Has that been the real cause of this long term problem?

    Europe need a new economy system with zero unemployment and poverty. Where anyone can get a job and become rich. They need to dump the economic theories and ideologies and adopt a fresh approach that prioritizes inclusivity and equal opportunities for all individuals. However, I highly doubt they will do it, since capitalism and individualism is deeply ingrained in European societies. These values have shaped their economies for centuries and are deeply rooted in their culture. Implementing a new economic system would require a significant shift in mindset and a collective effort from both the government and the citizens. Nevertheless, it is crucial for Europe to address the growing disparities and ensure that everyone has access to opportunities for a prosperous future.

    I don't know how many of those college educated unemployed have humanities degrees/arts/social sciences? And it is helpful to talk about college educated folks who are unemployed if we don't specify that folks with STEM related qualifications don't struggle as much?
    Also an MBA is a worthless overhyped qualification, could almost be a total waste of money

    Nobody is responsible for somebody else's decision to not hire them.
    Nobody is responsible for their own unemployment, unless you simply redefine the word "unemployment" and declare that everyone who is not employed by another person is self-employed, not unemployed. In this situation, nobody is unemployed. Everybody is either employed or self-employed.
