Subhan Allah!!! سُبْحَانَ اللَّه
Alhamdu Lillahi!!! الْحَمْدُ لِلَّهِ

Allahu Akbar!!! اللَّهُ أَكْبَر
People often conflate “hijab” and “headscarf”. Wearing the headscarf is one form of hijab, but men often forget that hijab is much more. And at the genesis of the hijab discussion, the Quran commands men to not stare at women and to not be promiscuous. The Quran 24:31 obliges men to observe modesty: “Say to the believing men that they restrain their eyes and guard their private parts. That is purer for them. Surely, Allah is well aware of what they do.”
This verse rebukes forced laws on women that claim “women must cover otherwise men are distracted”. It destroys rape culture because it commands men to reform themselves first and exclusively. It demolishes complaints that what a woman is wearing is “too provocative”, whatever that means, because it flat out forbids men from gawking at women.
In Islam, men have an obligation to God and to women to observe hijab. I imagine a conversation between someone teaching the Quran and a guy as follows:
Teacher: Don’t stare at women.
Guy: But she’s wearing revealing clothing!
Teacher: Why are you staring? Stop.
Guy: But it’s revealing.
Teacher: Why-are-you-staring?
Guy: Uh…
It’s that simple. If a guy chooses to accept Islam, Islam says he must observe hijab. The Prophet Muhammad’s directives further affirm this view. He admonished men, “Be chaste yourselves, and women will be chaste as well,” again putting the primary burden of hijab on men.
This point was again illustrated when the Prophet rode with his companion Al Fadl bin Abbas. A woman described as strikingly beautiful approached the Prophet to seek his guidance on some religious matters. Al Fadl began to stare at her because of her beauty.
Noting this, the Prophet Muhammad did not scold the woman for dressing immodestly or revealing her beauty. Instead, he “reached his hand backwards, catching Al Fadl’s chin, and turned his face to the other side so that he would not gaze at her”. Thus, the Prophet Muhammad once more established that the primary burden to observe hijab rests on men.
This teaching has a subtle but significant point. We’ve all heard guys say, “I want a chaste wife,” yet themselves they’re anything but. To such men I say: don’t be a hypocrite. The Quran keeps us accountable. Only after the Quran thoroughly commands men to observe hijab by being modest, not staring, and reforming ourselves, does the Quran address women.
As His Holiness, the Khalifa of Islam Mirza Masroor Ahmad, reminds men who force hijab on women: stop and restrain yourselves instead. In a 2014 sermon he admonished men: “Men should remember that they have not been given powers to police others and they should restrain themselves. It is not for them to cover the heads of women from outside. Men are commanded to restrain their eyes, they should fulfil their own obligations. There is not even any commandment to forcibly cover the heads of Muslim women, let alone non-Muslim women. It is men like these who have hardline ideas…”
Hijab is a critically important Islamic teaching. No one denies this. But it seems to me that too many men forget it applies to us first. Let’s stop obsessing over women, and worry about reforming ourselves first. That apparently novel idea is indeed the true jihad and true meaning of hijab.
And finally, here’s another novel idea for those seeking to understand how hijab applies to Muslim women.

In Verse No Chapter No 72 it is written in Qran if a girl is not wearing hijab and if she is wearing shorts, that means she is inviting you for having sex with her. So First of all you should ask her " Are you inviting me for having sex with you ?" if girl says no then quench your thirst with your hand

@Marium Shaikh exactly.. the barrier that acts as a shield or veil.. we wear clothes to cover ourselves.. so the clothes act as a barrier between us and our naked skin or bodies from being revealed.. so therefore hijab which is veil a piece of cloth is used as barrier.. it also acts as barrier from evil eye or lusts of men and protects the women and keeps her in modesty covered..

Qur'an DOES command men to lower their gaze. And if they disobey Allah, Allah will call them to account.
But despite of this command, Allah knows that all of them are not going to obey this, no matter how much moral lecture you give them. Some men are the slaves of their own desires. Therefore, Allah commanded women to do their protection on their own.

This verse enjoins the veiling of women. However, dissolute civilization opposes this command of the Qur'an; it does not consider the veiling of women to be natural and says it is slavery of a sort.
The Answer:
We shall explain only four of the many instances of wisdom in this injunction of the Qur'an, showing that it is entirely natural and those who oppose it are opposing the innate disposition of women. FIRST INSTANCE OF WISDOM
To veil themselves is natural for women and their innate dispositions demand it. For women are weak and delicate, and since they are in need of a man's protection and help for themselves and for their children whom they love more than their own lives, they have a natural desire to make themselves loved and not loathed, and not to be rebuffed.
Also, seven out of ten women are either old or ugly, and they do not want to show their age and ugliness to everyone. Or they are jealous, and they do not want to appear ugly in relation to others who are more beautiful. Or they are frightened of assault or aspersions, and want by nature to cover themselves so as not to suffer assault, nor to be accused of unfaithfulness in the eyes of their husbands. If noted carefully, those who hide themselves most are the elderly. And out of ten women, only two or three may be found who are both young and beautiful and are not discomforted at displaying themselves.
It is clear that people are discomforted by the looks of those they do not like or find tedious; they are upset by them. If a beautiful immodestly dressed woman takes pleasure at two or three out of ten men who are canonically strangers looking at her, she is bored by the seven or eight. Also, since a woman whose morals are not corrupted is sensitive and easily affected, she will certainly be distressed at dirty looks whose effects have been physically experienced, indeed, are poisonous. We even hear that in Europe, the place of open dress, many women are fed up at being the object of attention, and complain to the police, saying: "These brutes keep staring at us and disturbing us." This means that present-day civilization's unveiling women is contrary to their natures. And together with being in accordance with their natures, the Qur'an's command to veil themselves, saves women-those mines of compassion who may be worthy companions for all eternity-from degeneration, abasement, what is in effect slavery, and wretchedness.
Furthermore, by nature women are fearful of men who are strangers, and anxious at them. Fear naturally demands the veiling of women. For in addition to suffering the difficulty of bearing the load of a child for eight or nine months, which certainly embitters the eight or nine minutes' pleasure, there is also the possibility of suffering the calamity of bringing up a child for eight or nine years without protector. And since this happens frequently, by creation they truly fear strange men and by nature want to hide themselves from them. Being weak, their creation demands that through veiling themselves they do not excite the appetites of men outside the stipulated degrees of kinship, nor allow any opportunity for assault; their weak creation gives powerful warning. It shows that their cloaks and coats are shields and fortresses. The fact that, according to news received, the bare-legged wife of a high-ranking man in the world was accosted in the country's capital, in the market-place in daylight in front of everyone by a common shoe-shiner, deals a slap in the shameless faces of those opposed to the veiling of women!
SECOND INSTANCE OF WISDOM
The authentic and extremely intense relationship, love, and affection between men and women does not arise only from the needs of worldly life. Yes, a woman is not only a companion to her husband in this worldly life, she is his companion also in eternal life. Since she is her husband's companion in eternal life, she surely should not attract the looks of others besides her husband, her everlasting friend and companion, and should not offend him and make him jealous. As a consequence of the mystery of belief, her believing husband's relations with her are not confined to this worldly life and his love is not only animal and temporary, during the time of her beauty; he holds true, earnest love and respect for her in regard to her being his companion in eternal life. And he bears that love and respect for her, not only during her youth when she is beautiful, but also when she is old and ugly. Certainly in return for this, she should show her beauties to him alone and restrict her love to him; this is demanded by humanity. Otherwise she would gain very little and lose much.
According to the Shari'a, the husband should be a good match for the wife. That is, they should be suitable to one another. The most important aspect of this being suitable is from the point of view of religion.
Happy the husband who sees the wife's firm religion and follows her, and himself becomes pious in order not to lose his companion of eternal life.
Happy the wife who sees her husband's firmness in religion and becomes pious so as not to lose her eternal friend.
Alas for the man who becomes dissolute, which will lose him for ever that righteous woman.
Alas for the woman who does not follow her pious husband and loses her eternal blessed friend.
And a thousand woes on the unhappy husband and wife who imitate each other in sin and vice, helping one another to enter Hell-fire!
THIRD INSTANCE OF WISDOM
Happy family life is perpetuated through mutual confidence between husband and wife, and heartfelt respect and love. Immodest dress and free-and-easy behaviour destroy the confidence, and spoil the mutual respect and love. For out of ten women who favour immodest dress only one will not try to make herself liked by strangers because she does not find other men more attractive than her husband. Nine out of ten will find others better than their husbands. And only one out of twenty men will not find other women more attractive. Then besides the true love and mutual respect disappearing, it may arouse extremely ugly and base feelings, as follows:
By nature, men do not feel any lust towards those within the stipulated degrees of kinship like their sisters, because, since such relatives' faces induce kindness and licit love due to their close kinship, it nullifies any sexual or lusty inclinations. But to leave uncovered parts of the body which according to the Shari'a it is not permissible to expose to close relatives like the legs, may give rise to the awakening of extremely ugly feelings in men of low character. Because the face of a close relative reminds the man of that close kinship and does not resemble the face of someone outside the degrees of kinship, but a bare leg is the same as that of canonical strangers. Since the leg does bear any distinguishing mark to recall the close kinship of its owner, it is possibile it will arouse carnal feelings in the man. And to look on things such as that is a degenerateness that makes one's hair stand on end.

There's a lot of Muslims in the West. Describing scandalous clothes as 'WESTERN' is problematic. Also, there are many western clothes that AREN'T mini skirts and short shorts. Please, don't generalise

What i said was if you implement what the Holy Quran said rightfully there wouldn't be such a question. Cause before asking women you would be asking men this, "tell me which one wants your sisters/wives/mothers/aunts to be harrased by another man who's job is to just tease/rape ?" I am sure you will get a better answer and solution.

Cause i am tired and frustrated from seeing rape cases where children who haven't even developed breast gets raped, women at the age of your grandma gets raped, a girl wearing a proper veil gets raped, and a woman who tried to expose some illigal work gets gang raped and burnt to death. Open your eyes brother. See the real problem. Fix it from the base. Otherwise it will never be fixed. Security measures are taken to avoid any kind of calamity in future, none can guarantee future! In the same way, we teach men to lower their gaze and we teach women to cover themselves.

So ill bring somethings a stoll so if they ill stand upon it they can see okey now i have 2 stolls if ill be fair !! ill give one stol to the man the other to the kid ...

What about rape cases that are not being reported, that means it doesn't reflect the national rape data. What if a certain country has better documentation of those cases compared to countries who don't document. All of those countries are on equal footing. Here's an analogy. If you tell a child not to eat candies all the time, all the more the child will crave for it and will do in his or her power to sneak in a candy. Human beings thrive on freedom but at the same time has to be fully grounded on God centered values. It can be done through education, faith formation, family formation of values.
On another note: accountability. Men suppose to look inward on themselves and ask questions. What fills my mind, is it lust of the flesh or do I seek God. What is the status of my heart. Is it filled with things that aim to satisfy my appetite or is it filled with the things that please God by giving of myself for others like being generous of my time, talent and treasure. Lastly, there's 2 things that God gives to every human being: free will and intellect which again the end goal should be directed to God.
the whole twin comparison was so off. When he said when when you ask you receive that completely threw me off. Your approaching men like some lust driven monsters and woman like walking sex objects. So many covered woman get harassed by men, so many covered woman sin with men. You can not generalise anything here. Yes punishment helps reduce crime rate but note that many cases go un reported and unseen. Also correct me if am wrong but doesn't it require four witnesses before the death penalty is applied? Isn't it quiet difficult for these conditions to be applied in rape situations?
and if every girl is wearing a hijab and theres no mini skirts then they will tease those in hijab probably little tight, and then if every girl is wearing a loose hijab they will tease those showing their faces and so on till the woman disappear from the street cuz she belongs in the kitchen anyway :)

In surah Nisa verse 30...it says,"Tell the believing men to reduce(some) of their vision and guard their private parts.That is purer for them.Indeed,Allah is acquainted with what they do."
So you can see...Allah has told men 1st to lower thei gaze and dress modestly...Allah knows their intention very well

If the death penalty were implemented for rape in America, I don't know if actual instances of rape would go down, but the rate of conviction for rape would go down because you need so much more evidence of rape to execute them than you need to just fine them or send them to jail. But this does not mean that actual instances of rape would go down, it just means that most rapists wouldn't be punished at all.
In Verse No Chapter No 72 it is written in Qran if a girl is not wearing hijab and if she is wearing shorts, that means she is inviting you for having sex with her. So First of all you should ask her " Are you inviting me for having sex with you ?" if girl says no then quench your thirst with your hand
Why don't men stop looking at any women with indecency; rather than asking women to wear a veil to prevent being looked upon???
