It was out of necessity because a bunch of people, in the early days, would price their items at next to nothing and then get around fees by falsely inflating the shipping charges. @@n325aej

That's not true...I'm getting the final value fee + low seller performance fee due to raising my prices on everything because of profit losses. eBay should only charge a fee against the product and not against shipping, taxes, product, + 0.30 (aka final value fee)... This is a lie... Only auctions of 7days max get the promotional offer. I know because I spoke to an eBay rep over the phone as I had an issue with promos not activating. This method is out dated and does NOT work. In other words, buy it now auctions (30days like he mentions) arnt eligible for the reduced selling fees promos. Think I'm wrong? Feel free to correct me.
Yes they are eligible… 80% off variable selling fees work for 30 day listings as long as that listing is listed within the promotional period and a max quantity of one item. If I want to sell let’s say a watch strap for £40 and list it up as a regular buy it now 30 day listing within the promotional period then it will be eligibale but only the one that is listed, if I then go and change the quantity to 3 then it is no longer eligible.

wouldnt you want to sell it during resuced fees after that promotion is over then it would be regukar fees.. i list stuff i 3-4x my money and the listings last two or three days. so im not sure what or how your selling. its all about what you list. their fees arent that big of deal where else can you get your items infriny of 5 million people and not pay a toll. good luck

It's working only one month, when you have quick sale items that's fine, after 30 days ebay charges fees.
They do 80% every 2 weeks, and listings last a month. You can just keep updating the listing at the end of every month to keep the 80%
