Devil mario is possessed by an overwhelming amount of boos, while Fleetway Super Sonic is powered by chaos energy. This chaos power makes fleetway invincible and makes him possess more abilities like draining the life out of victims, but the amount of boos possessing Mario makes him by far the most powerful being in the Power Star series, even a power star for Luigi couldn't stop him. The only way Devil Mario lost was by Mario killing himself, which is what Devil Mario relies on to triumph over everyone. This question is quite debatable, but today's generation will just vote for a random character despite the fact they don't know who they are. However, I would like to add one more thing. When fleetway is left from the chaos emeralds, he lost his anger and maliciousness, which made him forget about what he did. he made a new life, but when he reunited with the chaos emeralds, he regained his evil ways and remembers what he did. devil Mario could just simply lure Fleetway away from the Emeralds which gives him an easier way to win. Summary: Devil Mario could possibly win.
If it's Devil Mario with the Chaos Heart (one of the most powerful artifacts in Mario's world, being more powerful than the Power Star and second only to the Pure Hearts), he would probably win.
It depends on how many stars Mario has in his weak power. Let's say that even chaos emerald has the same power as a star so if Mario has less than 7 he doesn't win if he has more than 7 stars he wins
