He's more modern Voyager size than Leader Class. There has been some recent figures the same size as him that has been under Leader class but that is either because the figure is a triple changer or the figure comes with a lot of accessories. In that regard, Party Wallop falls with the latter. And in your vid, he's the same size as Earthrise Optimus who is a Voyager without his trailer, but with his trailer is Leader class.
