For a country to a preferred space port many factors are considered especially availability and how cheap the LPG and fuel are. Kenya fuel is expensive than some prefeed destinations like Texas and Kourou in French Guiana.
That can always be changed by removing some of the taxes on fuel specifically used by the launchers and not the public. 2. Currently, our overly taxed fuel is actually selling just slightly higher than the US

Elon musk announced they are planning to build a space launcher in Africa but never said the country .but NASA signed with the government to open there space research center and also usa military base wich is in operations .

There are alternatives of fuel/propellants (for instance solid propellants) other than kerosene for launching
Hydrogen and Oxygen rockets and a mix of propellants in between can still do
