That is discrete logic chip, there is no "code", only logic gates and stuf... I dont know this exact component, but since its counter, it proably recieve serial data stream from remote, and output binary number in paraler, and he does connect "output" according to binary position of the pin in the number or something... I wonder if its posiible to build this with shift register, bc i think it is (just recieve serial number and output it paraler, since it is binary, you can use it as controler i believe)
