You say that like it is a bad thing. 7cr17mov is basically 440A, which for a $20-$25 knife is an OK steel. And as for the FRN handles... they help keep the weight down to 2.2 ounces. As long as the ergos are good the handle scales should be tough enough for daily use.
IMO Gerber is a very hit and miss company, especially since they got bought by Fiskar's. Some of their stuff is great. (LST looking at you.) Some of it is shit. (Evo Jr. looking at you.) Some of it is meh. (Paraframe Mini, SB2.5... you know what you did.) A lot of their designed in China, 5cr15mov (or worse) knives fall into the meh and/or shit categories. The stuff that is designed (and/or made) in Oregon tends to be better. The Zilch... Its one of their Oregon designs and has a decent steel. And it generally seems to get good reviews. I'll know more when the Zilch I bought a while back shows up in a birthday/x-mas/etc... box. Edit: The blade steel is 7cr17mov, which is a slightly modified, Chinese version of 440A. It's a decent steel, but not as good as the 8cr13/14mov, 440C, and D2 steels Ganzo and SanRenMu tend to use on their $20-$25 knives.
