    Here's a quick piece of evidence that only recently came to me that further boosts TYGER's chances against the Militia.
    Everyone is commenting about the tanks, and how none of the other factions would be able to stand a chance against them. Consider the fact that they go down in a single shot if you hit the sensor array. If you can land one shot from the minigun onto any of the tanks sensor arrays, they're going down. So, hypothetically, what if a TYGER guard, who are known to have incredible aim, were to shoot a single bullet into a sensor array? Bye-bye tank is what happens! (And don't bring up bullet caliber, Minigun rounds are around 7.6 mm, while most assault rifle rounds are around 5.5 mm, and sniper rifles come in at an identical 7.6 mm, so caliber isn't a problem.) In other words, if they have a single sniper set up with a clear line of sight to any tank, it's going down. And for the people about to bring up Dragons, which don't have the sensor array problem, their helicopters have miniguns and would take them down instantly.
    Oh, but what about Cobras, surely they can't do anything there! Well, not only are Cobras incredibly rare due to how expensive they are, but TYGER has a way around them as well. It just so happens that Cobras go down in just a few missiles from the Batmobile's weapons generator. If you build up the generator and unleash a missile barrage, the Cobra will go down just the same as a well placed 60mm shot. And what do TYGER just so happen to have on their helicopters? Missiles. And considering the Cobras only line of sight is directly in front of them, sneak attacks with helicopters are totally possible. They can take down anything the Militia throws a them due to the simple flaws in their equipment.
    Are these hypotheticals guaranteed to happen? No. But the point is that they can. And with how disciplined and well trained TYGER is, the chances of it actually happening are more likely than not! TYGER knows how to adapt to the situation and work with what they have to defeat the enemy. They are simply better, no amount of equipment is going to make the Militia any less of a pushover because they don't know how to use their equipment effectively.

      Individually the tyger soldiers are better but i'm not sure if they win in war of all tyger against all militia. But i get what you are saying. But turrets, miners, drones, tanks, minigunners, helicopters, special hand to hand enemies, bombs, armored vehicles. It's just overwhelming.

      If the militia were to come out with these all at once, I think it’s unlikely they’d be able to take everything down at once. Imagine hundreds of armed soldiers with mini guns, resuscitation packs, massive tanks, cobras, flying drones, armored cars with missiles, helicopters, and more. Even thought this does address the point, it still doesn’t fully cover it. Not to mention Deathstroke and the Arkham knight are working with the militia

    I think the reason people hype the Militia up so much other than Jason and the tanks is because they were able to take over basically all of main Gotham in just a few hours. They locked off Founders Island completely with the radar and missile launcher to keep people out, and they also locked up Miagani and got tanks patrolling basically every back alley. And even then they put bombs all over the city to discourage any outside intervention or the city explodes. While they may not be the best at fighting Batman, taking over an entire city and then having plans to keep others from coming to help is nothing to sneeze at.

      As an army, yeah they are great. As a batman killing squad, they are awful and continuously fail to learn from previous preditor and combat encounters

      @@necfreon6259 How did Strange even train them to begin with, unless it’s with the aid of the League of Assassins as they were the ones planning the Arkham City stun since Origins? With the Arkham Knight, it makes sense. But with Hugo Strange, it doesn’t add up.

    A detail I always liked about the gang war going on in Arkham City is how the inmates will switch sides as the game goes on. The Penguin's gang was pretty strong but after Batman took down Cobblepot, his gang quickly falls apart and it's neat later on seeing ex penguin thugs still wearing their old outfits but modifying them to resemble either Two-Face or Joker

      The game mentions that Two face runs recruitment for his gang like he used to run voting campaigns. I think since he convinces goons to join rather than threatening them, the result is a crew that is actually quite loyal to their boss.

    we all know that the mad hatter carol singers from origins are by far the most intimidating and well-trained faction in these games. they are well-trained they manage to sing the lyrics to perfection, not going off-key or missing words. and they are clearly perfectly coordinated, playing off of each other and even at times singing in direct harmony. additionally, just three of them were able to stop batman in his tracks in fear.

      Not gonna lie, Hatter's faction genuinely disturbs me due to the whole mind control thingy, although those rabbit masks are pretty cool looking. Out of curiosity, whose gang would you guys join, or would you just try to create your own faction?

    The militia literally conducted a full scale land invasion and captured a major U.S. city from right under Batman’s nose and he had nothing to counteract them until they’d already infiltrated the entirety of Gotham.

      Also seems a little arbitrary to define strength purely by smarts and tactics. There’s literally the proverb that ‘there’s strength in numbers’ and it clearly took Batman more time and effort to clear them from Gotham than TYGER.
      I guess every faction is effectively equal given that they all operate on the same mechanics and Batman will ultimately wipe them in one night regardless but I think it’s fair to say that the milita gave him a much harder fight.

      @@the135joker3 even while using smarts and tactics they do everything bane mercs do but more efficiently. They also have technology to scramble detective mode, suits to hide from detective mode, heal knocked out allies, electro charge allies, and find batman due to his detective mode. They forced batman to need a tank and a whole bunch of new technology and forced him to "kill himself" in the end. the only reason they failed to outright kill him is because jason was mentally unstable and couldnt keep his ccool.

      @the135joker3 I think the Militia is really threatening because of their gear from Simon Stag or wherever they got the rest of their stuff. But Tyger is stronger because of their legality and tactics, and they straight up can shoot missiles and would've eliminated all of gothams criminals.
      The militia should still be in second place since they have literal tanks and the most overpowered goons that aren't completely brain like they're made out to be.
      Joker's crew in the city would've gotten stomped for the most part because of those alone. Meanwhile Tyger has air support with the missiles and helicopters and could've even called back up with the police or the military possibly since they're on the side of the law due to Strange's deals with the Mayor.

      He undermines the militia’s power by hyper-focusing on the fact that the militia are terrible at killing Batman despite literally being trained to kill Batman, which to give him credit is kinda dumb. But that doesn’t make them any less dangerous. Like tou said, they literally took over a major city in the US and at the end of the day, if it weren’t for Batman, the entire city would have been screwed.

    I think, while the points about the Militia are valid, it’s kinda understandable that they’re so unprepared. From what I remember, not even Jason knows about the numerous upgrades Batman makes to his suit, equipment, and the Batmobile. If the Militia were up against Arkham City Batman, they probably could’ve won. I think that goes for most of Knights factions though, as they’re just so unprepared for Batmans upgrades

      I think if City Batman was fighting the militia, he would've just approached it differently. Knight Batman was capable of dealing with the majority of his problems just by pummeling them into the ground, City Batman would likely have to use his smarts to take down the militia.

      At some point, you can hear the militia soldiers talking about the Batmobile. They say that the Arkham Knight believed it was a modded sports car, and that's why their tanks are not so armored.

    I think the militia's number is what worked against them for training.
    No way Jason trained all of them himself.
    That plus a lot of them are ex-military. Which is combat experience, but also a lot of things to unlearn considering a lot of it wouldn't apply to fighting batman.

    The militia, through sheer equipment and manpower, should definitely be at the top of A tier. They are far more organised and strategic than the criminal gangs and counter Batman's tricks and force him to adapt (detective mode, gargoyles, reflective camo).
    They also work as a team to defeat Batman, communicating with each other and even buddying up.
    Sure, they're not as well-trained or tactical as TYGER, but they pose a bigger threat than the lunatics and Asylum thugs.
    Plus the medics, brutes and ninjas are some of the strongest units in the series imo

      Plus it doesn't help that their up against AK Batman, who's had numerous upgrades and improvements after Jason, who was working with his knowledge of Batman before he died, meaning his Intel is most likely years out of date. And again, their up against a post city batman, who has decades of experience and also now experience against milita types after his run ins with banes mercs and tyger

      ​@@Acooky.Something people do not seem to realize is the fact that, while good at fighting Batman, Tyger as a faction isnt as strong as people think.
      We can see Clayface Joker broadcast to his men that preparations are being made for mass escape. If you leave Batman to die as Catwoman, Oracle says that Joker's forces are approaching Wayne manor, and other stuff along those lines. This means that Joker's crew managed to beat Tyger, and stage a mass escape which leads to them taking over a large part of Gotham. Even while Tyger was using helicopters to blow up the intmates. And as Batman, you can see Joker's crew hiding in the sewers, successfully avoiding the explosions.
      If Catwoman didnt save Batman, Joker would have killed Talia and would have cured himself too. After which, since Harvey's gang would have been destroyed by the helicopters, and Joker would have then beaten Tyger.

      I am sorry, but what is the difference between TYGER and Militia? As far as I know they are both PMCs, but Militia is also shown to be experienced, since most of them was taking part in different warzones around the world

    Tyger are indeed well equipped and organized, but like the dollotrons, they can't do anything without Strange directing them. After Strange dies, they return to their base and don't show up for the rest of the game, and don't even react when you destroy their cameras, which probably means that they were catatonic before being arrested by the GCPD. So great tactics and organization, but not very threatening without Strange.

      I guess that has to do with the fact that they were just puppets being controlled by strange thanks to mad hatter's project so since he knows all of batmans strengths and weaknesses he tells them what to do and they obey his commands to the letter but now that he's dead they're no longer under his influence so they have no reason to continue what they started

    I think Jason saying that the bat symbol is the strongest part of his amour in there first encounter might be to make Batman be more on the edge. Make him realise that this is a different type of enemy in a way. Proves that Jason knows Batman better than an previous villian. It would be concerning after months of training the Militia don't know that the bat symbol is the strongest part of the Batsuit.

    I would say the mobsters betraying Roman is power on their part and not weakness on his part because the wiki says after Roman escaped he hunted down a ton of his defectors and personally executed them which scared a ton back into working for him.

    A thing about AK's Militia that I think a lot of people didn't pick up on was that while, yes, they are trained to fight Batman, they weren't trained to beat him. Jason wanted that right reserved for himself. The Militia was designed to take over Gotham and whittle Batman down, and it works. By the end of the night, Batman is forced to reveal himself to the world and if Jason wasn't the arrogant little kid he is, could have capitalized on this instead of trying to take him down in the AK Lair. Personally, I would've put the Militia in A Tier.

      Agreed! They actually do a really good job at what they set out to do, and if they were going up against anyone other than Batman, they would be almost unstoppable! Personally, I feel this list is overly harsh and unfair. He completely skips their involvement in the DLC ‘In From the Cold’ where they succeed in stealing Nora away from Mr. Freeze, brushes off them successfully taking over a large American city in one night, and tries to make it sound like the A.I. issues only apply to them. While they could have been alot better, they are definitely A- tier!

    The leaders’ motives, I think, create the faction weaknesses. Penguin’s strength is defense and mutual respect with his men, but his weakness is that he doesn’t seem as interested in gaining territory as he is in holding his most valuable assets (he’s a businessman, after all). This limits his overall activity and causes him to constantly be under siege. Joker’s unpredictability keeps Batman on his toes, but the side-effect is he only seems to care about doing as much damage as possible before the fun ends. As a result, his men can leave lasting scars like in City and Asylum, but their grip on any territory is always shaky.

    Technically you’re missing a couple of factions.
    Most notable are:
    Black mask’s thugs in red hood’s dlc
    The ninjas in Arkham origins’ dlc of Bruce’s training.
    Ra’s al Ghul’s loyalist and rebels.

      1. Black Masks goons in Knight is an F tier. Sionis doesn’t even bother being in contact with them during the predator section. That’s how little he thinks of them.
      2. League in city is probably high B tier as Ra’s machinations and the operations of Wonder City carry them.
      3. Both Ninja factions in Night is D tier because they are both very disorganized.

      ⁠​⁠@@jaffinator2166I would almost consider them A-tier if you take into account they have existed for centuries because of Rā’s Al Ghul’s leadership. The only thing keeping them down is that they don’t pose a threat to Batman because they’re barely even present because they’re scheming off somewhere else and focused more on Protocol 10.

    I think you highlighted a lot of issues with the Militia. Tyger (due to hypnosis) was so organized and so prepared and worked as a unit. Militia guys are highly trained but they never truly grasp how much of a threat Batman is and they are definitely more rag tag/put together a bit more sloppily. Now imagine Tyger with Militia resources…scary.

      @@elderrusty541 so can be argued for the tyger guards. They knew a lot about batman as clown puncher said they are bat man killers. They had a lot of equipment to counter him. A lot of them were getting cocky with the way they mocked the other prisoners calling them freaks or calling batman a freak to his face or from chatter. They maybe disciplined and brain wash but they still have an ego.

    Asylum: The Security Guards if you play as Joker
    City: Tyger Guards
    Origins: Bane's Mercenaries
    Knight: The Militia

    Hard disagree with Militia placement. You haven't taken into account the biggest factor, which is the fact that Batman in Arkham Knight is broken. Not only does he have the strongest canon batmobile (which no one knew of save for those close to Batman), he has access to more gadgets and a suit he specifically got to to fight the militia better.
    They literally had Batman beat by just having three dudes hold a guy hostage in a locked room. Batman needed an entirely new suit just to defeat that. City Batman was able dispatch Tyger with a lot less equipment he had in knight, yet you give them the benefit of the doubt solely because they cannot get scared.
    I will admit that they're more organized, but will that really help them against drones, minigunners, optical camo and turrets?
    Militia (just like Tyger) have stun sticks, shields, batons, and more numbers. They have brutes and elite ninjas, both of which Tyger lacks. Batman was able to defeat a Tyger guard while handcuffed and on the floor, causing him to scream in pain and call for help, they aren't special.
    Not to mention Batman just overall has become a better fighter, being able to take on the riddler mech and Croc. That is why he can finesse them as easily as he does.
    You also brought up the drones being able to be taken out by shooting the sensor array. That was something only Oracle and Alfred could find out, it is something that requires tech expertise. Only one you can argue has that is Riddler. You also mentioned that Tyger's helicopters could be used to destroy the tanks, but the Militia have a missile launcher capable of covering an entire island, and keeping the Batwing away. The Batwing is infinitely faster and more maneuverable than all of Tyger's copters. Sure, Wonder Tower also has one, but it was shown to be a lot slower and is a super easy target.
    You did the militia super dirty lol. Their only weakness is that they're as susceptible to fear as other goons, yet other groups that fear Batman made it higher than them.

    I actually noticed something interesting about TYGER. You said that they can't be terrified, only nervous. I actually found one case where they CAN be terrified, and that's during an inverted takedown. While they're strung up, they are terrified before falling unconscious. So technically, you can terrify the TYGER guards.

      @@myleg7012 Also something I think worth noting that sort of contradicts a point in this video, the TYGER guards are nothing without Strange. Clownpuncher correctly makes the statement that being extremely dependent on your leader can drag down your faction’s capability, but doesn’t mention how TYGER has been brainwashed to only follow Strange’s orders and how they basically shut down without him. Granted, that still probably wouldn’t have dragged them out of S-tier, but it’s still worth noting.

    I thought I could eventually move on from Arkham but I don't think that's happening anytime soon.
    31:26 I'm pretty sure the only reason Jason mentioned Batman's armor in this situation was for intimidation and not because his own soldiers needed it.
    Him saying that to his own men instead of directly to Batman would be to be something that, for the lack of a better term, I'm going to call pasive aggressive.

      Also he was most likely trying to prove that he was better than Batman by having Batman hear that he knew how his armor worked. The Arkham Knight trying to prove how superior he is compared to Batman is what he was trying to do in that scene. He was his Robin after all so duh

The asylum and city suits were some kind of thin material, possibly spandex with a nanofibre weave, the arkham knight suit would be the first use of plating since his origins days, at least with the Canon suits shown in game, which looking at the suit Todd wears in the flashback, batman would have moved past the bulky pads by the time Jason was training

    The Milita's "incompetence" comes from both them being actually trained, experienced soldiers that they get cocky and underestimate Batman. Plus their experience leads them to believe that it was no different than any other job, and it doesn't help that they knew Batman was human. The second part is Batman being so superior and so intimidating that he scares them because they've never seen anything like him.
    Jason's training was superior to Hugo Strange but he prepared them so well that the men simply stopped seeing Batman as a threat and believed that they could take him.

    Very creative video! I think the Riddler Informants deserve a slot of their own. I mean, they were basically a shadow faction operating in perfect secrecy throughout every other enemy group, whose cover was so perfect that only Batman had the means to identify them.

    For me personally, the militia get a hit more points bc the medic enemies can be really tedious if you don't take care of them quickly. The electrical charge can be a rhythm breaker. And without multiple disrupted shots, the revive is extremely annoying

      Yeah, but I’d argue that just makes them annoying in gameplay. It hardly makes them any more threatening, especially since both of these issues can be solved very easily. The medics continually reviving people? Just take them out first, or sabotage the medpacks, or just keep them distracted so they think they have more important things to worry about than reviving people. And a quick mash of two buttons easily solves the shock problem

      The Militia forced Batman to change or upgrade everything he had. Which is more the any other faction forced him to put in. If Batman was forced to use all of his Arkham City equipment he’d lose within the first hour of the night

    Tyger guards with the Militia resources would've been such a genuinely impossible faction to keep down. I actually wish that the Militia in AK was some sort of continuation or remnants of the Tyger forces from City especially when you consider that the games are canonically several months apart.

    Penguin in Arkham Origins started handling out free guns in Sheldon park just after batman exists the sewers. We find out later through thug dialogue that he put trackers on the guns and killed people who didn't join up with him, putting a lot of people in debt to him. You see a lot more armed people all across Gotham from this point onwards, oh and he batted on Batman betting joker at blackgate, making a lot of money.

    I think another thing that makes Tyger S tier that you vaguely mentioned was the fact that they're completely brainwashed. They physically can't think about anything else other than the objective, not to mention completely emotionless. It'd be hard for any of the gangs to compete with that.
    I think I'd still put the Militia in S but maybe at the bottom of S, or second to Tyger. They have numbers like you said, but they also have immense funding. Literally every villain apart of Scarecrow's meeting had to chip in to get the Militia to be as pimped out as they are. Drones obviously, but they have god knows how many miniguns, detective vision scanners, jammers, etc. Also a reason why some of the other villains have this equipment is also because they're working with the Militia. I also want to add that they're plan to distract Batman with ACE Chemicals which gave them the time to dig their heels into Gotham and take control was very smart.
    I don't think the Militia were meant to be as intelligent or as capable as Tyger. Their plan was always to overwhelm Batman, both with a kitted out and massive military unit, but also to attack on the same day as many of Batman's worst enemies.

    The only reason the militia felt scattered was because they were up against the literal strongest batman wirh every tool and the best suit to his disposal.
    The same batman but in Arkham origins fought deathstroke to a standstill and eventually won.
    The same batman in flipping Arkham knight literally one shotted deathstroke.
    The milita downplay is crazy, they were literally the first faction to make batman Change his damn suit.
    Tyger guards literally lost to a posioned batman 💀

    I think if you consider that the militia had many more times where they were close to killing Batman whereas in Arkham Asylum the jokers crew didn’t come close, The militia is deserving of at least high A-Tier.

      @@itzjakedawg That is a moment I mention in the video as a win, however it should also be noted that after Batman grapples up and they fire into the room, they don’t check for a body and consider leaving because their job is done. So it’s entirely possible that if Batman wasn’t in a rush and we weren’t following video game logic, that group would have just left while Batman was sitting in the rafters, thinking they killed him, and he could escape.

The troops just happened to set up a scene that required it right then. Also, Mr. Freeze made him change suits in Cold, Cold Heart, so the militia is not special here.

    The militia are strong bro, it’s just that Batman’s new suit+gadgets+combat experience make for a harder foe to deal with than what the other factions had to go against. If the militia pulled up in Arkham asylum they would have captured the island just as easily as the joker. Could you imagine having to deal with the tanks without the bat mobile? The problem wasn’t that the militia were unprepared for Batman, they were unprepared for his growth in strength, since Jason trained them to fight against the Batman he knew, but that was a LONG time ago when Jason was robin. Jason and the militia were working with heavily outdated info

    this video really makes me appreciate the world building that goes into each of these games. I feel me and lot of other players let it go over our heads because in our minds it's just another room of goons to take down, but they really do a good job of making each game's setting feel like a free for all war with multiple different figure heads trying to get their time in the lime light ESPACIALLY City

    while I don’t think it will bump them up, I think it’s worth noting that there were a few things you didn’t mention about Penguin’s gang in Arkham City
    1. second to TYGER they have they are the most well armed out of any in the prison. Penguin end up being the only ganglord able to smuggle items in and out of the complex and uses *military grade* equipment while the others use lead pipes and a few guns.
    2. Penguin has access to Titan formula and has a titan of his own you face
    3. He was also able to contain Zsasz, a league of assassins ninja for a short while and was able to break into jokers lair and butcher his hyenas.
    4. He has a shark patrolling his museum
    5. If all else fails, he has Solomon Grundy under the lounge as a failsafe

    I think we need to take into account that The Militia is first and foremost made up of soldiers. They’re certainly more than well equipped to take over Gotham City with EASE with their drones alone, forget about manpower. I think where they falter in taking on Batman is that Jason’s training may be a bit outdated. I don’t recall how long between Jason’s “death” and the takeover is in the Arkham series, but I believe it’s significant enough that Jason wouldn’t have enough information to counter every single one of Bruce’s tactics. His new batsuit might have been something Jason knew about when it was in development, hence why he knows about the armor rating, but since the new bat mobile is a fairly new development, the drones were probably just a coincidence to have as a counter to it. Though the drone commander does make a comment about knowing the Batmobile’s weapons specs when first taking on the Cobra Tanks, so I honestly can’t say. The brunt of The Militia’s forces are ex-soldiers from all branches, mostly US military with some few exceptions here and there. Their most prevalent training would be in basic urban combat. Room clearing, street-to-street combat, surveillance, recon, and others. Taking all that in mind to be used against other armed forces such as local insurgents and other militarized groups, it wouldn’t be too useful against the Batman, who’s a fairly new threat to them in actual combat. After all, when you were trained for a good portion of your life to watch for slow movements and similar figures, a tall, dark brooding freak in a bat costume isn’t really something your average soldier instantly recognizes as a threat, at least not fast enough to totally process “oh fuck, that’s a dude.”
    If you removed Batman out of the picture, The Militia would have no trouble taking over Gotham and combating the GCPD given their shocking resources. TYGER and The Militia were both trained to fight Batman, to varying levels. Hugo probably had more resources since he likely had deeper pockets and the help of Ra’s Al Ghul, both of which being able to pull many strings. Whereas Jason did all that on his own and likely couldn’t afford to train all his soldiers as much as he’d like to, likely having to resort to assigning numerous personnel to maintenance and intelligence jobs in place of frontline combat. Their vast numbers are a likely factor as well. TYGER was a fairly small force with impeccable training, not only against Batman, but as soldiers as well. I have no doubt they could work as a totally viable private security force, given that’s how they were used by Strange. The Militia probably wasn’t expecting to actually take Gotham despite what Jason trained them for, seeing as they probably took other jobs on the side before Scarecrow’s plan took place. Though their planning was solid, If you listen to the audio tapes you earn through the riddler challenges for Scarecrow.
    It’s really about Quantity over Quality here. Despite their training, and while in my eyes The Militia stood a good chance at fighting Batman on a large scale like in Arkham Knight, TYGER is definitely suited for smaller-scale operations. Taking Batman out of both pictures gives any militarized force a good chance at success, as that kind of operation take a lot of resources and planning. But it’s the execution that matters.

      The only reason The Militia lost in Arkham Knight is the upgrades both Batman and the Batmobile got after Joker's death. There's even a riddle story where it shows that Batman only incorporated the high calibre ammo in the car used to take down the Militia drones after Harley Quinn's Revenge DLC. So, Jason's training became outdated because he didn't predict the changes Batman would adopt after Arkham City. And yet, there were times where they managed to push The Bat into the corners (even without Todd's or Crane's interventions).

    Another thing for Riddler that he has going are his informants. The fact that Riddler has a good number of people that work for him spread across each faction (minus Tyger and the Militia) shows just how deep his roots run with these factions. And the thing is that none of the bosses know of this, only Batman.
    That’s another thing, while they do easily give their info away to Batman after a small beatdown, it’s also dubious as to how much they do for Riddler, outside of placing these riddler trophies for their boss around the city. Still, these informants should’ve gotten some shout out for how far reaching they can be, especially in Arkham.

    At 12:30, the hatch in the top of the elevator isn't an "architectural mistake", it's a "maintenance hatch"/"escape hatch". It's an industry-standard safety feature in all elevators.

    I think the militia is definitely stronger than you put them. They were in control of basically all of Gotham even if that's only due to numbers that doesn't make them less impressive. Also the militia is made up of ex-military so they definitely have training they look disorganized because they're fighting the strongest Batman. Batman has so many tools and a new suit that makes him faster so no faction really stands a chance. The only faction I see them struggling against is tiger. The only real weakness tiger has is there lack of numbers. The militia definitely have more numbers and better equipment but tiger has more training I could see it going either way honestly. Militia definitely beats every other faction on this list and deserve the S tier

    One of my favorite details is that returning to the museum’s war room after Two-Face takes over, you can four Penguin goons. Given the layout of the room, it’s likely Dent’s men repurposed the room as a prison cell for any loyalists.
    This is by far my favorite detail in the game and is environmental storytelling at its best!

    The TYGERs are held back by one simple factor. Leadership. Their commander sucks at doing what he does.
    Hugo Strange is a smart guy, he bought the best training and brainwashed them to be fearless and loyal, but due to his complexes and stuff he wants to beat Batman on his own terms and constantly keeps them on a leash. He has every opportunity to kill Bruce at the start of the game, if he wanted to he could have had a guard 'accidentally' shoot Bruce at the press conference(a public event where he had no options to escape without being outed), but doesn't. He knows where Batman is for the bulk of the game, he could send the entire Tyger Guard to catch him off guard, but nope. Batman gets hit by a missile and is seemingly injured? Why bother sending the huge contingent of reserve guards he has guarding the vault(which will have no use when all the prisoners are being murdered) to go finish him off, no, he keeps them guarding cash and plants. So what if Catwoman breached the vault, it didn't matter anymore, send all those guys to go make sure Bruce is dead! The threat of Strange revealing his identity that he holds the entire game? Never uses it, even when Batman is in the building, even when he's climbing the tower, even when he's right below him murdering the guard? That one hostage Strange brings up when Batman enters the security compound? Seems Strange forgot him, never uses it as leverage again. Dude let's his own ego get in his way time after time after time. He wants Batman to die in a humilating and symbolic way so he refuses to send troops to make sure he stays down, he keeps a mass contingent at the vault instead of sending them to deal with Batman, he had a force chasing after TITAN, a force trying to kill Alfred, both of whom could have been sent after Batman instead, and he refuses to use his trump cards because of EGO.
    The Arkham Knight, for all his flaws, has zero problem allowing his boys to off Batman, he gives them every chance. Sure, Scarecrow himself is keeping the Knight HIMSELF on the leash, but the militia has a blank check. And at least Scarecrow actually makes good on his threats and power hands.

    I'm glad someone went the distance to explain how different these factions are. There are some gameplay level elements that differentiate them too. As you mentioned about TYGER; yes, these guys never become terrified. Their AI is also a lot better than every other enemy in AC. If you mess around with them in predator sequences, they will catch onto your patterns and are pretty good at flushing the player out.
    I think people rate the Militia high due to the high numbers and the extra tech they have (drones, medics, etc). If you toy with them in the predator sequences, they eventually do catch on to your patterns, but you have to really drag out the length and let them catch you.
    I'm happy to see you rate Joker's crews high. They do a great job in Arkham Asylum all things considered. In AC, they are the most threatening gang when it comes to free roam. They have the most firepower and as the story progresses, they become more spread out. They are the sole reason the subway and industrial zone are so hard to explore by the end of the game.

    The militia have the best technology in the series which makes them an easy S for me, the medics and brutes are intimidating and complicate each encounter something that no other faction has to the same extent. They have the numbers but their technology and knowledge of Batman is where they truly shine, the Tyger guards have relatively limited technology in comparison plus they arent shown as much as the militia and they have no tanks, medics, brutes etc. Which is why they aren't as threatening as they seem. Also no league of assassins? :/

    In fairness to the militia, I think they already knew all that about Batman’s armour. Jason was just repeating what he’d already taught them in order to freak Bruce out. That’s my headcanon at least.
    Other than that, though, can’t really argue with your points about them. But I do think that they can be explained in-universe:
    - There are so many mercenaries that Jason wouldn’t be able to personally train them all.
    - Jason didn’t know about the upgraded Batmobile; the drones were most likely intended to counter the old Batmobile, which was basically just a car.
    - It’s unlikely that Jason knew about all the new gadgets, technology, and tactics that Batman had acquired since his ‘death’.
    So the militia ended up being a large, well-equipped, but insufficiently trained force with out-of-date intel. If they were up against _Arkham Asylum_ or _Arkham City_ Batman, they probably would have done a lot better.

    I think a big part with the militia is that they trained how to fight against an earlier batman. They were caught off guard by his new equipment. The tanks would’ve been enough if it wasn’t for his new car that nobody has seen before. Their tactics of sticking together in predator would’ve worked if it wasn’t for the new suit. They also have equipment to detect where he is during predator encounters and also regularly check vantage points and grates for him. They medic equipment and turrets would’ve been a bigger threat if he hadn’t gotten equipment that could sabotage them. They have suits that hide them from predator vision making them a bit harder to find and take out. All of their equipment and strategies would’ve likely worked if it wasn’t for all the new equipment Batman got that night. I think they should’ve been A tier.

    I always thought someone should dissect the turf wars between gangs in Arkham city. It can get lost sometimes when you are just running and punches goons but the story has some subtle storytelling and world building by showing which gangs are in what area at a certain part of the story

    In the defense of Penguin’s gang in Arkham Knight, they were able to overwhelm Batman when he was interrogating their boss. Sure that was because Batman let down his guard, and any other time he would’ve taken them out effortlessly, but the mere fact that they had Batman dead to rights for a few seconds is quite impressive (and with that in mind, I guess that kind of justifies how they were able to takedown Nightwing, probably by using a similar tactic of just “catching him unaware by pure luck”.)
    Still doesn’t make them great, but I do think they deserve to be one rank up just for being able to overwhelm Batman briefly.

    But to be a bit fair, it's a bit understandable that they weren't as prepared as they should've been.
    Since they most likely didn't account for all of the upgrades Batman has made to his suit, tech, batmobile, etc...

    The thing with the Malitia is that they can literally bring people back from the dead. If you play as Red Hood and kill one, the medic can still bring them back, healing broken necks and shots
    Edit: Since it is AR challenges you could argue it doesn't count, kinda started a comment conflict lmao. What I would say it there is unique dialogue of the revived guy saying "it was like I stopped breathing" so it may be possible. Idk don't take it too seriously

    I'm glad you did this more so from the perspective of the story, and less so on execution, because in gameplay, each faction is only marginally different from each other. Even The tyger guards, who probably I would say show the biggest change in AI, are hardly different than any other thugs. Difficulty makes a way bigger difference. But hey, it is a video game after all.
    From that perspective however, I do think the militia should at least get an A rank simply for the resources. If we're suspending our disbelief, resources are one of the most important aspects of a real army

    I agree with almost everything here except for the Arkham Knight's Militia.
    The Militia were able a capture a whole city from right under Batman's nose. They've got drones everywhere with guns on the ground and in the sky. They turned a whole island into a fortress with a long range missile launcher, cloadburst tank, deathstroke's tank, cobra drones, three rattler drone types, mamba drones, dragon drones, etc. Not to mention enough fear toxin to possible cover the entire east coast. They deserve A Tier.

    4:12 Technically Penguin IS on the offensive at the very very start of the game. If you(for some reason) go to the GPCB before rescuing Catwoman or completing The Church, you'll see a Penguin crew outside having seized control of the police station very recently(the same crew that Joker's men have just finished wiping out when you come back later, forcing the guard inside to baracade themselves). Also around this time you can see two Penguin goons on a high building on the edge of Amusement Mile scouting out the area.
    Joker beats him back with superior manpower(that's what the 50 or so guys that charge out the front gate of the Steel Mill while Batman is in the vents are off to do if you listen to the speech) and forces Penguin to blow the bridge and leave his guard in the GPCB building to die. The bridge being blown(combined with the flooding in Amusment Mile) stops Joker from advancing further, but by that point Batman is involved and Two Face makes his move once he's done.

    I’m surprised penguin didn’t get a big dlc. He seems pretty op in the series. Catching Mr Freeze and Grundy is very impressive. Also Penguin actually evaded capture from Batman if you consider origins canon.

    What I love about Tyger is that they’re not only well trained in Batman’s Combatskills and tactics, but also „hypnotized“ by strange so they literally cannot feel fear or guilt, Bats Mainweapon. They are just like clones in Star Wars and will execute every command from strange. The most dangerous enemy is the one not aware of its own doings.

    One thing I feel like you have to remember is that if you were to switch out Knight and City Batman, Knight Bruce would 100% stomp Tyger, and City would have way more difficulty to defeat the Militia, and it just comes from the Batmobile. With it, Bruce could evaporate almost all P10 helicopters, and without it, he wouldn’t stand a chance against weapons like Cobras or the 2 Cloudburst tanks

      I wouldn't be too confident about Knight Batman just stomping Tyger like they're nothing. I think both games favour the Batman which is within them, as he's adapting to both situations he is in. The Arkham Knight batmobile would be pretty inefficient in Arkham City, with the map layout being more narrow and there not being any tanks to fight. While Knight Bruce has access to the fear takedowns, you can see these relied on fear to work, meaning the tiger guards would've just put a bullet into Knight Batman immediately. Those are his two main advantages over city Batman gone.
      Meanwhile City Batman seems to have the edge in terms of mental state over the Knight Batman. He's far more calm and collected in City, not rushing head first into situations where things could go wrong. I don't think Clownpuncher included the Cloudburst, but even factoring that in, City Batman would've captured Scarecrow way earlier as it was the unstable mental state of Knight's Batman which allowed him to escape so many times. While the militia tanks would be tough foes, City Batman could probably shut them down through taking out the militia leadership, as they are drones and not manned machines.

    I think the Militia is the best through coordination of forces and capitalizing on the fact that Batman is just one man. The entire Ace Chemicals section is a distraction to set up watch towers, checkpoints, and bring in tanks and troops. Whenever they know where he is they strengthen their hold on each island. The only time they panic as a whole is when you go to Panessa Studios as the Knight panics telling them to find Batman as Harley distracted him without notifying them. Every other time they have full knowledge of where Batman focuses his efforts and how to manipulate him into a disadvantage while Tyger just randomly gets notified when Batman goes into the line of sight of their helicopters and have a clear view of all walls out of the city. When Ivy starts a ruckus with Batman the Militia quickly capitalize on it and bring in their victory ace the cloudburst. The Knight not leaving is the only reason Batman has a chance. That is assuming he could lower the bridges after Alfred raised them (the dialogue is contradictory with both sides thinking they have control but the Knight probably didn’t check). Even there I think they have enough resources to figure something out. They lifted the thing with a manned helicopter the first time so it’s not out of the question they could get it out with Batman being helpless as they know he would hold back. Without destroying the cloudburst Ivy would die and Batman would stay trapped in the car and GCPD in their building. In the invasion of the GCPD Deathstroke proves himself to be a worse leader as he should have unleashed the militia’s air team alongside the tanks and ground troops instead of afterwards. However they capitalized on this still since they used this to take Robin. I’m gonna list some of their other distractions or times of full awareness of Batman: taking Oracle, Voice Synthesizer, Fear Gas on the Blimp, some Cobra Tank encounters, and spotting the Batwing that Tyger just ignores. I think both Tyger and the Militia would be the best since they have different goals as Tyger just wants to make sure Batman is in the city until Protocol 10 starts while the Militia wants to have full control over Gotham. For Tyger they need to surround the city with guns and make sure their personnel at the tower is experienced in facing Batman and dealing with his personal tactics while the Militia makes use of diversion tactics, manipulation, emotional blackmail, and (my personal favorite) DRUGS to get under the long pointy noses of Batman and the GCPD while also proving that they have sharper ears. The thing that makes the militia a definitive higher threat to me is the fact that ALL of Tyger’s efforts and Strange’s prep time are focused on GETTING PERMISSION! Every encounter you have with them until protocol 10 is just coincidence because you encountered them at the base of their tower. They are not there to deal with you instead focusing on handing out guns for the government to approve of Protocol 10. Everything the Militia has was taken with honest threats of mass gassing with both Ace Chemicals and the Cloudburst being achievable without the evacuation as there are dead scientists and workers at both blimps and Ace Chemicals. The threat probably just aided in getting the plant to make fear toxin quicker as they do so completely out of sight with even Batman needing to get himself some towers to find them. He is also left looking for leads after beating the cloudburst.
    It’s not as obvious since Gordon leaves Batman after Oracle is kidnapped but the Militias’ ground forces are to keep him and the rest of GCPD from feeding Batman information which Gordon does a lot in the beginning as does Oracle. Robin is left completely out of the loop by taking Oracle as well. Wiring the whole city to blow is probably to keep the government out but the jokes on them cause Gordon tells us the lazy a holes weren’t gonna do anything anyway. The “training” Tyger has is revealed in the trailer to be mind control and shock therapy. I don’t think the training they have should be looked down upon as their source of information is outdated and gets surprised by Batman’s new tactics which is probably why they don’t set up all turrets first as they want them in places Batman actually shows himself to make use of. The Knight also wants to brag to Batman how he knows about all of his tricks which could explain some of the reminders like the one of the chest plate. All of Tyger is composed of security that is constantly on patrol and is shown to have failed against other people like Black Mask who managed to escape (I think it was him) while most members of the Militia aren’t trying to get Batman as they may start out occupied by tasks or distracted by conversations started out of boredom which is a con for all sane humans. The Knight is mainly there to help them keep their composure as they start panicking when Batman begins taking them down which is also when they are supposed to pay attention and use counter strategies like pairing up, mining vantage points, and setting up turrets. When the Militia is ready in many checkpoints Batman needs expensive gadget upgrades or his car to stand a chance.

    One thing I realized on my most recent playthrough of Arkham Knight...Jason would have been better off using manned tanks instead of drones. He's well aware that Batman refuses to kill and thus should know that using normal manned tanks would give them a better chance of killing him. I think this just goes to show that Hugo Strange understood Batman and how he worked far better than Jason did.

      This has been disproven because he wouldnt have engouh people to take over gotham and the man the tanks.
      For example the towers if he manned tanks that would mean less towers and he wouldnt even used the batmobile as he would just use the roof tops.
      There are explainations in lore but the actual reason is you get to play with the batmobile and blow stuff up

    I think the Militia has a great shot at all the other factions. If Tyger or Bane’s Mercs adopts any Batman/Guerrilla strategies, they could probably take them on though. In terms of how dangerous they are to Batman, 100% agreed. They don’t do well at all with unconventional threats.

    Here’s another thing about Joker’s gang in city: if you don’t drop a smoke pellet in the church, they’ll realize that it’s a horrible idea to try and hold him hostage and decide to kill him. Now, it would’ve been smarter for them to just give up and surrender to Batman, but I can chalk that up to not wanting to face Harley and Joker’s wrath. They did have a conversation about whether or not to shoot Batman right in front of him though, so that’s pretty stupid.

    Im an aspiring writer and analysis like this is always interesting. Power scaling and power level discussion is easy to make fun of, but understanding power dynamics is important for conflict in a story.

    Thing is that TYGER was exclusively loyal to Hugo Strange, when he died their whole operation fell apart. Meanwhile the militia are still an effective fighting force without Arkham knight or scarecrow

    the tech the militia have is staggering, out side of the medics they had bombs and gun towers all around Gotham, detective mode trackers, remote control drones, ninjas and units conflated for detective mode. They hade equipment that in better training could have made then a nightmare for batman butcher over relines on numbers in a hindrances.

    I’d personally say that design wise (by that, I mean clothing), Penguin’s Henchmen in Arkham City are my favorite. I think the Ski Masks look pretty neat.

    3:00-3:05 I think most of those inmates were just factionless inmates who wanted to join Two Face's gang. They are just wearing the normal orange jumpsuit, and there is literally a member of Two Face's gang outside the courthouse offering a group of factionless inmates the chance to join Two Face's crew.

    Anarchy's crew probably has a lot of people doing the crap job at all those buildings where the bombs were placed (the janitors, the maintenance guys, the delivey driver, the night shift guards, etc) , people who know the building very well and can easily smuggle in a a crate of "cleaning supplies" or "AC parts".

    I believe why two-face has the worst gang is because he didn’t really have an effective screening process for his men. Look at the gangs of Arkham city for example: Penguin had a battle arena that served as both initiation and a way to hone their combat capabilities. Joker’s unpredictable nature and booby trapped lair kept his goons on their toes. Two-face just took whoever wanted to side with him, no application required. The only reason why Two-face’s gang won the arkham city war was due to the intervention of Batman, Catwoman, and Strange.
    While in my book these guys get points for being so loyal they can know which of their boss’s personalities are in control at the moment, it’s no surprise why they have the least firepower out of every other faction in the series.

      That makes so much sense. Because from what I've seen in the game, Two-Face disappears after the beginning of the game and his men are at the mercy of Joker's crew (to which, you can save them as Batman).
      I'd say Joker would probably win the war - without Batman's interference - due to how many weapons Strange had given him.

    Penguin's men were the most elite out of the criminals in City. They had all of the latest military grade tech and gadgets including thermal goggles and scramblers.
    The main problem is that they were mercenaries so as soon as Cobblepot was taken out they switched sides to the other two gangs.

    While this doesn't really change their tier ranking, here are two minor corrections regarding Bane's mercenaries:
    21:19 The player first encounters the mercenaries during the big hotel balcony brawl (the one that gets recorded by Vicki Vale's newscopter). You hear their dialogue in the background as they comment on how poorly Joker's men are fighting before leaping down to fight Batman themselves after Joker's men are knocked out.
    22:19 Later, during Bane's boss fight on the hotel rooftop, it's actually Joker's men who are jumping in to assist Bane during his battle with Batman, not Bane's mercenaries.
