Yeah, like his logic was that the Highborne's use of magic was reckless enough to draw the attention of the Burning Legion, and allowed them to invade in the War of the Ancients. Over the next 10,000 years, mortals didnt learn from this, so when Malygos got his sanity back, he was scared that the continued use of magic like this was going to draw the Legion, or someone worse, again, so his solution was to just stop everyone from using magic except the blue dragonflight.

Wrathion is a young Dragon who wants to be what his father wasnt, and in his attempts to ready us for the return of the Legion, the Legion gets to Azeroth because of it which leads to Varian and Vol'jin's deaths. so yeah he KINDA deserved it, even though he never meant to get Varian killed, or anyone else for that matter, his brash actions merely led to that outcome.
18:00 - yes, SOMEDAY Nozdormu will become Murazond and when he does he will travel to the past, where we defeat him in the Cataclysm expansion. this event has already passed, we are merely waiting for his transformation to happen in the present.
