You know how you can fix Paperdoll? Make her obsessed with Spidey, they were able to do that with Christina in MTV's Spider-Man Head Over Heels. I know about Coldheart, was a government agent, who lost her family in a superhero fight (who the hero was and who the villain was were never revealed), she just lashed out on any superheroes she could find, once she stole her gear to seek vengeance on Marvel superheroes. Spider-Man and even Captain America were battling Hobgoblin when Coldheart interfered. She was in a very sweet Christmas story were Coldheart was trying to get present or something when she decided to battle Spider-Man, she was defeated sent to jail, and in her cell was a gift from Spidey, a picture of her family. It's believed she had died in the explosion that triggered the Civil War, but somehow Coldheart may have been brought back to life. Coldheart's vengeance on superheroes for the loss of her family is a perfect tragic-villain archetype, but without a who was the hero, and what battle did it take place, it's hard to take it seriously. But I know it could've worked, if Spidey stories in the 90's weren't tied into the Clone Saga. The story isn't, it was just over shadowed.

That would've absolutely saved the character She could've tried to kill Black Cat for flirting with her man or attacked The Bugle for badmouthing him Theres so many disasters that could have been Coldheart's origin that her ambiguity might let her be a baddie for everyone. Could've been Namor fighting avengers, Mole Man attacking the F4 or when Nuke messed up Hells kitchen trying to kill Daredevil. Marvel's less-cool Deathstroke?
The crazy thing is, once upon a time The Spot would've likely made this list but now he's well known thanks to that movie. Goes to show how these guys only need one good showing
Darter was a simple gimmick villain. A college student named Randy Vale. He was quite arrogant. No epic abilities, but obviously cannon fodder. However, he thought himself a master criminal.
@VonWenk Shaker's story is in a run a lot of people consider the best Spider-Man has ever had, and the story is a sweet one about aunt may but Shaker himself was purely filler Sure! Puma had a cool part in the story where MJ reveals she knows Peter is Spidey so maybe he should get a full focus video of his own
Lightmaster went on to attack Hector Ayala who he assumed was Spider Man but was really The White Tiger. Lightmaster’s attack on White Tiger would leave a lasting impact on him as during the battle, Ayala’s dual identity was revealed.

This is great! You should do Skinhead (Web of Spider-Man #56-57). I had indeed completely forgotten the Blaze (but I have a vague recollection of reading it). They kinda remind me of the Trio from Buffy. I do remember the Lightmaster though! I also like him. Would be happy to see him return. There was a later issue where he thought he'd figured out Spider-Man's secret identity, but had mistaken him for Hector Ayala, who is actually the White Tiger. It's because of this stunt that Hector's identity was made public, which led to trouble for him down the road. Hector's whole story is just tragedy after tragedy, the poor guy. I do think you're too harsh on Paper Doll. Her powers are so weird and unique. I think there's a lot of untapped potential with her. I enjoy villains with unique powers!

Lightmaster. He worked with The Enforcers who are one of my favorite teams of Spider-Man villians. If you want a couple underused villians that had potential try Diamondhead and The Condor from the original Nova series.
@mikewilson3581 The Enforcers used to be absolutely everywhere, Daredevil used them a lot to the point Mr Fear recruited Ox to his own gang I've heard good stuff about the Richard Rider Nova stuff, I'll deffo look into it

Lightmaster definitely has a lot of potential. They even expanded upon his character with the introduction of his daughter, the heroic Sun Girl. Which on its own creates an interesting dynamic. As while Lightmaster is still out pursuing his criminal agenda, we see he still cares about his kid, even as she works to undermine him. Further proving that he's not a straight up monster. He's just very misguided in how he's going about his work. Sadly, outside of a brief run with the New Warriors, Sun Girl has also fallen into complete obscurity. Like father like daughter, I guess. You want some seriously forgotten Spider-Man villains though? Molten Man 2, Captain Power, Killshot, Spellcheck.

Kangaroo, I would place around D tier, he even got an Ultimate universe version and he did come up briefly when I did Ends of The Earth Gibbon tho, other than the issue where he died recently, is a good shout

My favorite little known villian was Doc Trama. She was in Web of Spider-Man, in 2009 I think.
