in political and intl law they are the same but nationality pertains to ones natural cultural heritage and may not be changed while citizenship may be changed

I don't think it should be because that would violate due process. Plus ang dami pong nagtatrabaho sa Armed Forces ng ibang bansa pero di naman sila tinatanggalan ng Filipino citizenship. 2) There seems to be an exception for the United States under Section 1.4: "[R]endering of service to, or the acceptance of such commission in, the armed forces of a foreign country, and the taking of an oath of allegiance incident thereto, with the consent of the Republic of the Philippines, shall not divest a Filipino of his Philippine citizenship if either of the following circumstances is present: (a) The Republic of the Philippines has a defensive and/or offensive pact of alliance with the said foreign country (b) The said foreign country maintains armed forces on Philippine territory with the consent of the Republic of the Philippines [...]"

It just arose when someone Filipinos were asking to join the Ukrainian Foreign Legion and I told them about CA No. 63, but then they cited examples of Filipinos serving in other countries' armies for residency purposes.
Paano po yun sir, sabi sa Manzano case, the filing of CoC effectively renounces his foreign citizenship. Pero sa Condon, kailangan pa ng separate affidavit of renunciation? Ang pagkakaiba po ba nun ay dahil si Edu Manzano ay dual citizen at birth, at si Condon ay dual citizen by voluntary act (i.e. she applied for Australian citizenship)?

hehe latest yung condon v. comelec so yun ang controlling. ibang sitwasyon ang kay manzano. it would help if you read both cases
