- LaCienega Boulevardez is Penny Proud's arch-rival turned friend of Hispanic descent. She is beautiful, wealthy and has been voted by her peers as the most popular girl in school.
I really like how Penny was ready to throw hands on LaCienega for calling Bebe and Cece, happy and nappy.

I think the thing that bugged me so much about Penny an LaCienega was that Penny’s parents NEVER believed Penny when she tried to tell them the truth about her bullying behavior. Like many of her friends flip on Penny, and she’s just expected to continue being their friend, but her parents? Like, your supposed to always believe your child first and foremost. My parents discovered my bullying by accident, they were the people I use to consider my friends. My parents said that if I had told them, they would have %100 percent believed me, and helped me sooner. This show displayed a lot of toxic relationships as normal, and I loved this show as a kid, but didn’t really notice this till I was an adult.
I always hated whenever that happened, her own parents never ever believed her!

Lacieniga doesn't bully penny, they are rivals. They have an unspoken complex relationship where they compare themselves to each other in everything and it provides the drive to continuously one up each other. If penny literally lost all will to compete back Lacieniga would have nothing and has to get penny to recover. Rivals cannot be without the challenge or the push.
Lacieniga is a busybody. She's not happy just having everything and being better at everything. She has to know it by actively proving it. She has to compelle penny to snatch the crown. She will be so bored and upset all the time. If nobody wants what Lacieniga has, she's not going to want it either.
You're the one with a bully, and there's girls with frenemy/rivals because only the coolest people attract that sort of superiority climbing.

Fortunately sunset always knows when her daughter goes to far like how she was falsely arresting Penny and she’s definitely not the kind of mom who’s afraid to punish her daughter.
Plus even though Felix is a little more laid-back than his best friend Oscar he’s in every way the same way as Oscar is whereas Felix forbids her daughter from dating any boys.

I always kinda hated that they made LaCienaga the sorta antagonist. In my childhood all the blacks and mexicans were the best friends mainly because we were the outcasts of the school or community so I didn't understand why they had to make her a mean mexican girl other than to just prove that Blacks are okay and Mexicans are rude.
LaCienaga was Puerto Rican, not Mexican.
I had a feeling that they didn't want a white girl to rival a black girl since it's overdone in the last decades, so they were probably going for a different approach.

In my honest opinion, I think LaCienega is the female version of Remy Buxaplenty.
Ill say this. I hated LaCienega when I was younger, but rewatching this I realize she was just completely herself, as all of Penny's friends were, which helped shaped them all and gave them character growth. They might not have always been good friends, but they were good for eachother.
