Is a grey knight techmarine technically a librarian as well? Does he use an omnisiah force axe? Like a cog with curly horns or something?

I'd guess he is encouraged to mind his own specialization. All grey knights are technically psykers but that doesn't mean they all go and blast enemies with warp lightning.
