Do Drivers Do What's Required When They See/Hear Emergency Sirens?

CBS2's Stu Mundel went out for a patrol with officers and found some drivers are not following the rules.

I don’t know if anyone else saw this. The reporter did not use his shoulder strap for his seat belt? In every case I did not see a shoulder strap?!?

Ambulances in Riverside CA pass my windows I see them pass on the right. I drove too many years in LA so many near misses. Cars have large sound systems or noise resilient windows don’t help.
