It is actually fairly common, look for example at the Deësis mosaic in Hagia Sophia: flic.kr/p/nKrWaF or Cimabue's Maestà: flic.kr/p/RC2fT4 (both on my Flickr page)
My personal conclusion after seeing A LOT of orthodox icons is that this kind of halo was used (and still is used today) only in Jesus Christ icons and not to other persons (Mary, saints etc.) The artist who painted this kind of halo probably was influenced by Byzantine art.
I know you can only focus on so much in these short vids, but a word or two about the frame would be nice. Obviously it's not original, but do you know when it was made? What does it say? Also, is the painting on panel, and was it cut down at some point? The scale seems wrong to me.

It is almost as if the artist has captured the moment Jesus has the realization that He has to die for us. That moment in the garden when it hits Him.
