I doubt he always brought his own vestments from Rome when visiting other countries; there were too many instances of him wearing truly hideous ones when abroad (like 3:58 or 7:49).
Pope Benedict XVl began to bring back traditional Vestments and traditional things like the Papal Umbrellina. I believe it was a part of the reform of the reforms. Sadly many Papal vestments went under the deformation process, they were restyled according to the spirit of Vatican ll. Cardinal Sarah concerning Vestments said, "We cannot sacrifice beauty."
