He’s probably using a flipping bot but the bots sometimes report wrong prices because the items was manipulated or just an error. Just standing there and doing nothing is somewhat suspicious and he is very likely using an automated client.

It's a bot obviously, but it's likely not the bots fault for the bad prices. Most flipping mods require the user to make their own filter or list to decide what is a profit and what is a loss
