Sinatra only shook people he respected. So you'd have made your name already and be on close terms with Sinatra to have that honor. Also at the end of Sinatra's life he wasn't very social for 15 years. So you'd have to be well known in 1960-70 to be able to shake Sinatra's hand.

To have shaken Sinatra's hand meant that you were considered one of those people. The elite few. And there was a code of conduct among people that had that privilege.

Sinatra was a player in Vegas you shook his hand it was a big deal back then. Billy disrespected that and that’s why he should have known better.
