First correction, the DRC was colonized by Belgium, not France.

Montreal is in Quebec. And Quebec has massive hydroelectric infrastructure. So it's kind of true in that respect.

But by providing much needed energy and electricity, this could lead to small and medium industries being built which will help boost the economy of the Congo and make it easier for them to pay back to the Chinese. They could also negotiate with the Chinese to lighten the burden of the debt.

The DRC will likely pay China in kind thanks to its minerals.
If the Chinese manage the dams they will be well maintained otherwise it will be a disaster as shown by other installations in the country. Endemic corruption at all levels is the biggest problem.

I am wondering; if the old dams, which most probably was built by the "cruel" French, are no longer operating as they should, due to poor management / maintenance, what will change for the new dam so that it can remain in good operating condition? Just asking.
