Even Vegeta in the TOP told Goku "this might be the legendary Saiyan form our ancestors spoke of" about Kale. They already hinted that this form is basically the canon legendary form. Toriyama don't have to say it out of his mouth because all the older Dragonball fans already know what it is. He just gave the FORM itself a different name.
