The antenna effect is a badly named and very challenging phenomenon. It is likely to occur only during fabrication, but if it does occur it will destroy the chip. Fortunately, once you are aware of the antenna effect, you can institute measures to protect against it and mitigate its impact.

One remark: the area of metal which collects the charge is sidewall area because during etching the sidewalls are opened for charge collection only (so the ratio depends on perimeter of metal figures, not on area of them).
In terms of digital layout you can consider this as area of wire just because the width of wire is minimal by default and perimeter is almost equals twice of wire's length.
