What if the concentration is given in percentage? Do I need to convert to decimal first before proceeding with the calculations?

I want to get away from talk about moles. I only want to consider 'volume' in terms of percentage or parts of a volume.
I have two fuels. One has 30% nitro the other has 16%. What proportion of the 30% blend would be needed to raise the 16% to 22% nitro?
So say if the 16% is 2ltrs. How many litres would be needed of the 30% to to raise the 16% to 22%?
