I used to haaaaaaate replacing flooring when I worked at our container repair yard (part of a transportation contract I worked on for about ten years). Tearing the old flooring out was bad enough (those bolts rarely come out without breaking). I hate to think of what a sheet of that thick plywood runs these days. For a can that's not going to be used in interchange (just used for storage, etc.), I'd go with the steel in a heartbeat. I was curious to see how you'd go about this... Well done.

Depends on the damage beneath it. If you're covering a single ply that has delaminated, yes. If you are covering a huge hole, no. Use your judgement.
