You need to use an actual buffer that completely rotates. The orbital doesn't spin, so it won't remove the sand scratches. You can't buff a car with an orbital for that reason. Use the orbital for waxing and polishing. That isn't just a guess. It is why it didn't take out the haze left by the sanding. I do this for a living. this will work doing it this way next time

I usually use 3 stages of wet/dry sandpaper, then heavy and light car polish.
Then two pack clear paint for protection, spray can is fine.
Sounds like you know what to do ahahaha, I feel like my headlights were pretty far gone.
