Yes. According the Michigan DNR (www.michigan.gov/dnr/0,4570,7-350-79136_79772_79773_83491-38771--,00.html) "On the waters of Lake St. Clair and the Clinton river, Harrison township, Macomb county, state of Michigan, westward from the easterly ends of the Clinton river breakwater, no operator of any motorboat shall exceed a slow--no wake speed, which means a very slow speed whereby the wake or wash created by the motorboat would be minimal." CLINTON RIVER - R281.750.9 - Speed restriction. Hence, it is not illegal to operate watercraft above wake speed on the Clinton River as long as it's not in Harrison Township.
That rule appears to be intended to prohibit powerboats from cruising upstream from lake St. Clair into the river and causing disruptions. I think I know where Super Carl accessed the river and it appears legal to me! And in response to Super Carl's other river video where he encounters the kayaker, the kayaker is being a dick. small power craft (especially jet drive craft with no prop) are not a danger to the wildlife. Where was he when all those condos went up in Lake Orion (www.michigan-sportsman.com/forum/threads/bald-mountain-trout-creek.195935/) and caused all the brook trout to die because the water runoff from the parking lots raised the water temp of the Paint Creek/Trout Creek (tributaries to the Clinton River) to raise such that all the Brook trout are now dead!? Here is the relevant excerpt from the forum link above: " I mentioned this in a thread a while back. I talked to an old lady that lived on the headwaters of Trout Creek and she said they used to have the most beautiful native brook trout in that stream. Then she said they built those Barrington Cove condos and they went bye-bye. She said they state tried to stock it for a few years but it was no use."
