I didn't appreciate how different these tools were until I bought the rotary hammer, then suddenly my earthquake retrofitting project wasn't so dreadful anymore!
The bits wore out and I had to water cool then with the hammer drill, the rotary hammer was so much faster and the bit was fine after drilling many more holes!
I wish it were just that! I had to use water to cool the bits in the hammer drill to get anywhere. Probably went through 3 bits and hours of effort to drill a dozen holes, then did the same in about thirty minutes with the rotary hammer and the bit was just fine.

The Milwaukee rotary hammer was definitely bigger and more expensive, and the mechanisms used in each are different from what I've seen online.
