Thats my favorite pandan cake originally from the state of Kelantan. Its very traditional, none of the real traditional dessert are supposed to be too sweet. Its made with very simple ingredients with pandan as the flavoring ,coconut milk, sugar and glutinous rice flour. Baked and covered in sesame seeds. The noodles you had is Laksa , normally not made with Pasta unless vendor is from the state of Johor in Malaysia. Its that state signature dish. Almost every state have their own version of Laksa. Food in Malaysia is generally safe there are health inspectors and street vendors need licenses. I don't think its very regulated in Thailand.
I forgot to mention traditional desserts are called "Kuih"(sounds like Qway) . That one is called Kuih Bakar (meaning baked or grilled Kuih). Both Malay and Chinese Kuih are almost similar.
