Where i came from they have only lights in the grill / on the roof and behind the back window, and all of the lights are only blue! You flick on your red flashing lights to pull over someone for just exceeding a speed limit, you (the officer) have commited a misdemeaner.

Most likely THAT SUV is one of the "war wagons". they are always in 4WD and can "plow a path" if needed. they also standby at takeoffs, ready to ram anything that makes a drive towards the plane. Once they lift off "the airforce is charge". 5-6 guys in full combat gear carrying enough guns, missle, etc. that it takes a good 20-30 minutes to unload, make safe, and case the stuff.
That's because They aren't being used "undercover". They aren't intended for "rolling up to make a drug buy" LOL. They are low profile, able to go to higher profile.
