Yes. All laws of undivided Andhra are applicable to both the successor states of 'Andhra Pradesh' & 'Telangana'. (Unless the new states revoke or amend those laws.). As far as I know, there have been no amendments to the land ceiling act in both the states since their formation on June 1st, 2014..
