The Tony Awards wouldn't budge and neither would the producer, so they went with this. The producer was insistent that anything with a full set had to be done at the the home theatre.

The show was selling like crazy, they didn't need to win a Tony, they didn't need to perform at the Tony's for exposure, they didn't even have photographs outside the theatre! Bette Midler in the show made it an event, the likes of which we don't see so often on Broadway anymore. Scott Rudin the producer basically entered into a dick swinging contest with the Tony Awards. He had total control over the production, even making hard rules about what the cast could and couldn't post on social media, photos were absolutely banned as he wanted to keep up the mystique of the show and maintain the feel that it was truly something unique and special, it was working. When they finally released production photographs, they were only a handful and he had carefully selected them. He was not about to let go off his control and hand it over to the Tony Awards. He insisted that if they did the title song it would be performed at the theatre's home, with his lighting technicians, his stage crew, his orchestra etc rather than handing it over to the Tony's and having them tweak things. He also insisted it was the full set or nothing. Under normal circumstances the Tony Awards will win out because shows need the exposure. This show didn't. So in the end he said, it's either what I want or the only other number I'll allow that has no set is Penny in My Pocket. Neither the Tony's or Scott Rudin would budge so this is what happened.
Falsettos was a good production of an odd little incomplete show. Miss Saigon just isn’t very good in the first place. This was a stellar production of a beloved American classic, and also had about 10 times as many producers as the others to campaign.

I guess this scene is the easiest to transport to the Tony’s coz it’s one curtain, one outfit and a single wig as compared to all the other heavy af set pieces... just a theory
Also as Tony Tune explained this song wasn’t in the original production, so it was nice to have this record of it as the rest of them we seen and heard countless times.

In the end we got this but it didn't alter the sales and the show was still huge box office success. There is no artistic reason behind this choice it was about dick swinging
It makes me annoyed that they performed this song because the show was phenomenal and this song doesn’t show that off.
