Very on the nose and you are right on the money too. The harpies is an optional encounter in the game, so you can completely miss out on them as well as this song.
During the combat encounter you can interrupt or silence whichever harpy that is currently singing. This causes the song to cease playing as well and it changes to a more urgent and desperate version of the motif.
